JOB SUMMARY:
Responsible for the daily operations of the BNet and Community Action Team programs. Responsibilities include program development, liaison to referral sources regarding client eligibility, liaison to funding and regulating agencies, staff supervision, and being a resource providing clinical and program consultation for collaborating agencies. Functions in a leadership role in multi-agency collaborations providing community-based services for children with behavioral health concerns. Provides staff supervision and support, quality assurance and casework monitoring activities to ensure the effective functioning of the program. Acts as a resource for community agencies and entities regarding behavioral health issues and family services.
ESSENTIAL FUNCTIONS:

Responsible for and monitors program requirements ensuring that staff meet all required timelines for documentation.
Responsible for ensuring that staff positions adequately meet the needs of the programs and its consumers:
Monitors caseload sizes and referrals to ensure positions are fully utilized
Ensures equitable distribution of cases
Maintains ongoing communication with contract managers as needed for issues related to both BNet and the CAT programs. Communicates with BNet contract manager regarding status of children submitted for approval in BNet.
Maintains phone contact, as needed, with families and referral sources while awaiting approval process for program eligibility.
Reviews the quality of intake (ability to triage clients, assessment and interventions), treatment and discharge planning and reports any deficiencies.
Facilitates linkage of child and family with services:
Contacts network service provider with referral
Provides packet of clinical information
Participates in staffing’s or other treatment planning related activities of the provider, as requested.
Completes all required monthly reports and submits contract manager and others as directed. Completes an accurate monthly BNet and CAT census and forwards it to the necessary personnel.
Markets network, as needed, to Pinellas County Schools, Florida Healthy Kids providers, Children’s Crisis Units, CFBHN, Case Management Organizations, Department of Juvenile Justice and any other potential referral sources to ensure full utilization of available slots for both programs.
Ensures that all enrolled children are receiving services at an appropriate level, including any alternative services that may be indicated.
Acts as a resource for families of enrolled children regarding the treatment process and services/resources/benefits available through both programs.
Assists Supervisor in the development and ongoing review of any clinical protocols and procedures that may need to be developed for the network.
Advises Supervisor of any vacancies in positions and is responsible for hiring and filling any vacancy within 30 days of notification of any staff termination and in no more than 60 days. Works cooperatively with Human Resources dept. regarding the recruitment of potential employees
Reviews applications and resumes, ensuring that applicants meet minimum requirements for the position
Thoroughly interviews eligible candidates, including review of the position description
Ensures that candidates have a good work history and minimum skills expectations by contacting at least two (2) references, one of which must be the most recent immediate supervisor
Recommends candidates for hiring to the Human Resources dept. by forwarding the application/resume, completed reference checks and cover letter to the Director of Human Resources.
Ensures that all new employees are oriented/trained during the initial weeks of employment.
Monitors productivity of employees through various means such as review of Avatar and hours worked, developing a plan for correction when expected levels of productivity are not met for two continuous months. Ensures all staff documentation is completed within 24 hours of the event.
Performs other duties as required or assigned.
Requirements:
Computer proficiency and technical aptitude with the ability to use Microsoft products, including PowerPoint.
Project and team management/leadership skills and experience.
Effective planning and priority setting. Ability to manage several complex projects simultaneously while working under pressure to meet deadlines.
Licensed in the state of Florida as a psychologies, Clinical Social Worker, Mental Health Counselor, or Marriage and Family Therapist (LMHC, LCSW or LMFT).
Five (5) years experience working with children with severe emotional disturbance and their families
One (1) year of supervisory experience.
Physical Requirements:
Ability to see and hear in emergency situations.
Must be able to lift up to 30 pounds at a time. Must be able to sit, twist, bend and stand for long periods.
Ability to travel locally.
Must be able to transport self from building to building and differing locations.
Must be able to communicate orally and in writing.
Special Working Conditions:
Exposure to consumers and a variety of program conditions, which may include long, irregular hours, on-call
duties, weekend hours, and local travel. Exposure to a wide range of community environments outside the
agency.
