Appointment Type: Temporary-Exempt (TEX). This position is exempt from Civil Service Commission rules pursuant to the City and County of San Francisco, Charter Section 10.104. Exempt employees are considered "at will" and serve at the pleasure of appointing authority. The maximum duration of this exempt appointment is up to three (3) years.

Under general direction of the Procurement Services Director, the 1824 Principal Contracts Analyst, will lead complex procurement modernization initiatives, conduct advanced process analysis, develop strategic recommendations, manage project deliverables, and oversee the work of 182x’s-level analysts supporting project implementation. This position will focus exclusively on modernization and process improvement activities and will not be responsible for routine procurement transaction processing.
The essential functions of this classification include, but are not limited to, the following:
Lead comprehensive reviews and assessments of existing procurement processes, procedures, and workflows.
Lead assigned modernization workstreams and ensure completion of project milestones and deliverables.
Conduct process mapping, workflow analysis, and stakeholder interviews to identify inefficiencies, gaps, redundancies, and opportunities for improvement.
Develop process improvement strategies, implementation plans, and Standard Operating Procedures (SOPs).
Create process maps, visual workflows, and support documentation using tools such as Miro, Word, and SharePoint.
Review existing procurement policies, procedures, templates, and guidance documents to establish a standardized framework.
Organize, migrate, and maintain procurement resources, templates, procedures, and training materials.
Establish document management standards to improve accessibility, version control, and knowledge sharing.
Develop a comprehensive procurement training curriculum for procurement analysts, contract managers, vendors, and specialty user groups.
Lead stakeholder engagement activities with SFO divisions, procurement customers, contract managers, and vendor communities.

Qualifications
Education: Possession of a baccalaureate degree from an accredited college or university, AND
Experience: Five (5) years’ full-time work, equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series
Substitution:
Possession of a graduate degree (master’s degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
Desirable Qualifications
Any stated desirable qualifications may be considered at the end of the selection process when candidates are referred to for hiring.
Procurement experience: 3+ years supporting procurement, sourcing, or vendor coordination.
Customer service skills: 3+ years resolving customer or stakeholder issues with strong satisfaction outcomes.
Technical/business writing: 3+ years preparing clear reports, SOPs, or business documentation.
Technology adaptability: 3 years working with digital tools and learning new platforms quickly.
Power BI & analytics: 3 years of experience with Power BI, data analysis, or tech implementation.

Transportation Security Administration (TSA) Security Clearance:
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.
