As a Prevention System Manager (PSM) you will be responsible for contract monitoring and compliance with State and Federal contracts and related documentation. ThePSMprovides culturally appropriate and culturally sensitive technical assistance and training that disseminates the latest substance use disorder prevention science research for service providers, community-based organizations and coalitions. ThePSMimplements statewide evidence-based prevention initiatives based on comprehensive knowledge of effective policies, planning processes, program facilitation, and evaluation through a minimum of one statewide project.
This position is located in Olympia, Washington and may be eligible for Hybrid working arrangements.
Additional Information:
This is a full time (100% FTE), temporary position. Overtime eligibility will be determined based on final salary placement.
Temporary End Date: This is a temporary position expected to end on June 30,2027. Renewal is dependent on the need for extension and/or if additional funding is secured to extend employment.
Monthly Salary:
$5,139.79 - $7,872.33 | Z2 - G06 | Commensurate with experience and qualifications
In accordance with RCW 49.58.110, the above salary reflects the full salary range for this position. Individual placement within the range is based on the candidate’s current experience, education, skills, and abilities related to the position.

Required Qualifications:
A Bachelor’s degree in a field relevant to area of specialization; Public Policy and Administration, Prevention Science, Public Health, Community Health Education, Health and Human Services, Social Sciences, Communications. Three (3) years of experience directly related to the specialty area. A Master’s degree in a related field may substitute for one (1) year of professional work experience. Any combination of relevant education and experience may be substituted for the educational requirement on a year-for-year basis.
Applicable professional experience is in the public health/social services fields, behavioral health, substance use disorder prevention or mental health promotion and related fields; contract management, project management, managing workforce development, communications, implementing educational training programs, community engagement, technical assistance, grants management, or other comparable experience.
Current certification as a Certified Prevention Professional in Washington State or equivalent standing as recognized by a national accreditation body, or a plan to receive the Certification within 6 months of hire.
Three years experience in substance abuse prevention/ health education programing and/or community-based prevention strategies.
Position requires extensive travel statewide. Must have, or be able to obtain by time of hire, a valid driver’s license and meet requirements in accordance with SPPM 7.10 and departmental driving standards.
Ability to work non-standard work hours
Preferred Qualifications:
Experience working with ethnic and other minority communities.
Experience with negotiating and managing performance-based contracts.
Possess a demonstrated knowledge of laws, regulations, policies, requirements, and procedures regarding state and Federal revenue sources, and contract procurement, negotiation, and management.
Knowledge of agency and division policies, procedures, and guidelines governing contract procurement, negotiation, and management.
Knowledge of state RCWs, agency policies, and the laws and regulations of Federal, tribal, and local governments regarding substance abuse, specifically the Centennial Accord and the agency Administrative Policy 7.01.
Knowledge of requirements and conditions that apply to providing contract monitoring and technical assistance services to community providers and tribal government, as demonstrated by completion of theHCAGovernment to Government training and experience working within a Government to Government relationship.
Successful completion of the Substance Abuse Prevention Specialist Training (SAPST) or Washington Substance Abuse Prevention Skills Training (WA-SAPST).
