The TWDB's main responsibilities are threefold: collecting and disseminating water-related data; assisting with regional water supply and flood planning that contributes to preparing the state water plan and state flood plan; and administering cost-effective financial programs for constructing water supply, wastewater treatment, flood control, and agricultural water conservation projects.

GENERAL DESCRIPTION
Performs routine (journey-level) accounting work. Work involves ensuring accounting records and files related to travel and payroll are maintained accurately. Ensures invoices/travel reimbursements are processed timely and are reviewed for accuracy and consistency with state accounting guidance and agency record keeping methodologies. Assists with other accounts payable functions such as the processing of agency payroll and/or accounts payable operational transactions. Assists with other disbursement as requested by management. Provides general support on special projects as assigned. May train others. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment. Reports to the Director of the Financial Operations Division.
ESSENTIAL JOB FUNCTIONS
Processes travel third party reimbursement payments in a timely manner.
Responds to vendor customer services needs or internal staff regarding payment issues.
Prepares and enters payments and/or journals into internal and external accounting systems such as Uniform Statewide Accounting System (USAS), and Centralized Accounting and Payroll/Personnel System (CAPPS)
Participates in the development of the Annual Financial Report.
Serves as backup and provides assistance to other A/P accountants.
Assist payroll with completing federal and state reports, reconciliations, payments, and entries in CAPPS-HR.
Back-up to the payroll processes.
Process unemployment reimbursements.
Complies with established procedures.
Research items upon request.
Coordinates coverage of functions related to individual job responsibilities prior to requesting time off.
Participates in independent job-related research and demonstrates initiative when seeking solutions to issues.
Composes a centralized work manual for tasks and responsibilities.
Maintains confidential and sensitive information.
Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency's records retention procedures and schedule.
Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
May be required to operate a state or personal vehicle for business purposes.
Performs other duties as assigned.
Qualifications
MINIMUM QUALIFICATIONS
Graduation from an accredited four-year college or university with a bachelor's degree.
Two years of accounting and financial operations experience.
Relevant education and experience can be submitted for each other on a year-for-year basis.
PREFERRED QUALIFICATIONS
Previous State of Texas government accounting experience.
Experience working in payroll/accounts payable/receivable.
Previous experience knowledge of USAS, CAPPS and/or other accounting financial systems.
Experience working with Travel/Payroll.
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
Knowledge of local, state, and federal laws and regulations relevant to the Financial Operations Division.
Knowledge of the principles and practices of public administration.
Knowledge of State of Texas financial reporting requirements.
Knowledge of the CAPPS, USAS, and Treasury Trust Portal.
Knowledge of the General Appropriations Act.
Knowledge of Generally Accepted Accounting Principles and Governmental Accounting Board requirements.
Knowledge with Fiscal Policies and Procedures & Accounting Policy Statements deadlines.
Skill in using Microsoft Office programs such as Word, Excel, and Access.
Skill in use of internet, email, word processing, spreadsheet, presentation, and database software.
Ability to maintain the security or integrity of critical infrastructure within Texas.
Ability to meet agency in-office requirements.
Ability to work accurately with numerical details in a high-volume setting.
Ability to communicate effectively both verbally and in writing.
Ability to work efficiently and independently in a dependable, organized, and productive manner to plan and arrange workload to meet schedules and deadlines.

Ability to work shifts that may exceed eight hours, including early mornings, nights, and weekends.
