Overview
Under the direction of the Director of Real Estate, the Deputy Director for Capital Construction will plan and manage all BRA/EDIC projects from pre-development through completion of construction; manage Capital Construction staff and all contracted design, engineering, and construction professionals; ensure adherence to all city, state, and federal requirements and laws in all construction activities; manage and approve all tenant or developer construction improvements.
Responsibilities
The general duties and responsibilities of the position are included in, but not limited to, the information listed below.
Plan, manage, and coordinate all BRA/EDIC projects, including new and renovation construction projects. Construction/renovation may include commercial, industrial, institutional, maritime, coastal resilience, and site development projects.
Supervise engineering staff in the management and coordination of individual project assignments.
Manage development of Requests for Proposals and Requests for Qualifications. Evaluate and approve selection of all consultant architects, engineers and designers; review and approve project designs, working drawings, and detailed specifications.
Oversee development and preparation of all contracts. Ensure that agency interests and specifications are met. Manage the Massachusetts General Law requirement public bidding process for procurement of services for all vendors, consultant engineers, and general contractors. Have considerable knowledge of laws and requirements for varying bidding requirements pertaining to Chapter 149, Chapter 30MGL.
Directly and through engineering staff, monitor and direct construction activities for quality control, adherence to contract and design specifications, budget considerations, and timeliness. Review and approve all development schemes, budgets, programming, and other major decisions for each project. Consider and approve change/proceed orders, supplementary service authorizations, time extensions, or other amendments submitted. Provide technical advice and guidance as needed or requested by staff. Evaluate and approve technical recommendations submitted by engineering staff.
Directly and through engineering staff administer the organization’s capital construction project budget. Approve all invoices for architect, engineering and design consultants, contractors, and other vendors. Review and approve records of budget; verify that changes are within budget. Evaluate and recommend action on budgetary overruns; issue contract amendments.
Coordinate with the Coastal Resilience Delivery team on project design, permitting, procurement, engineering, construction management, and commissioning.
Assist in the preparation of the capital request for new projects through the City of Boston Office of Budget Management. Assemble and prepare construction cost estimates and project justifications for requested expenditures. Solicit, identify, and obtain other sources of project funding through State and Federal funding applications.
Approve updates and changes to Tenant Construction Guidelines. Review and approve tenant fit-out plans. Directly and through engineering staff, provide technical assistance and information to tenants.
Manage final inspection of all projects.
Ensure current and complete documentation of all project activities. Ensure that all reporting and filing requirements are met.
Serve as agency liaison with various city and state boards and committees involved in major development and infrastructure issues.
Serve as technical liaison with all governmental agencies that have involvement with Capital Construction projects, i.e., BWSC, BFD, ISD, DEP, utility companies, etc.
Have considerable knowledge of all Environmental Laws and regulations pertaining to underground storage tanks, contaminated materials, hazardous waste clean-up and manifest, and permitting for state and local laws. This includes Massachusetts General Laws for Chapter 21E Regulations, and as applicable, Federal Environmental Laws. Protect the Agency's best interest concerning environmental investigations and the development of on-site remediation and disposal of contaminated material. Produce and file with the appropriate agencies all environmental reporting, reports and closeout documentation.
Compile and prepare periodic volume and activity reports summarizing status of projects.
Manage department staff. Select, train, orient, and coach staff; conduct performance reviews; recommend personnel actions. Manage employee relations issues.
Perform other related duties as required.
Minimum Entrance Qualifications
Work requires completion of a Bachelor’s degree in Civil Engineering or a similar degree, plus ten (10) or more years of progressively responsible related construction management experience in the public sector.
Previous work in the public sector preferred.
Previous management experience is preferred.
Knowledge of Massachusetts General Laws and revised statutes applicable to municipal design and construction, public bidding procedures, and current knowledge of materials and methods of construction is required.
Verbal and written communication skills required.
WORK ENVIRONMENT:
Spends periods of time at construction site monitoring work in progress.
PHYSICAL REQUIREMENTS:
Frequent standing and walking. Must be familiar with and observe construction site safety OSHA procedures.

Manage Capital Construction Department staff of seven (7) professionals. Manage all contracted architect, design, engineering, and construction staff engaged in BRA/EDIC projects.
