PURPOSE:
To initiate, facilitate, and perform a variety of licensing, intake and recruitment functions pertaining to specialized foster care/adoption programs at Little City.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
The list of essential duties and responsibilities, as outlined herein, is intended to be representative of the task to be performed. The omission of an essential function does not preclude management from assigning duties not listed herein is such duties are a logical assignment to the position.
Demonstrates knowledge and understanding of rules, regulations, and standards relating to licensing of Foster/Adoptive families as demonstrated by passage of 402 and Child Care Act tests through DCFS and participation in regular trainings, reading of DCFS policy memos related to licensing. Ensure licensing standards for Foster Family Home reference #402 IL Department of Children and Family Services are enforced in all foster and adoptive homes and assess licensing violations. Serves as agency expert on licensing-related issues pertaining to foster homes and the needs of children in Little City’s specialized foster care/adoption program within those homes Consult with the foster care/adoption team with all licensing-related issues. Liaises with DCFS Licensing Staff to seek/provide information to enforce per licensing policy and procedure. Responsible for the development and implementation of recruiting foster/adoptive parents including documenting efforts and reporting on outcomes monthly. Manage licensing files including creating new files for new applicants and at renewal; copying files; archiving files; and/or assisting in quality assurance checks on licensing files to ensure they are in AP5 order. Coordinate all licensing activities and conduct all monitoring visits including 60-Day, 6-month, Annual, Renewal, Transfer, Initial, New Entity, Change of Address and other licensing activities, including additional announced or unannounced visits as needed, per Child Care Act and 402 Rule and Procedure. Conduct all licensing investigations and revocations in the foster care/adoption program per Procedure 383 in a timely manner. Assess families and complete written, professional home studies as outlined in Illinois DCFS regulations and LCF procedures. Maintain current licensing forms electronically on Little City’s shared drive; notify staff of any licensing form updates (as applicable.) Submit recommendations for licensure to the Social Work Supervisor in a timely manner. Coordinate all training for foster parents including pre-service training, orientation, and on-going training, which includes participation on the training committee. Train foster parents that may include pre-service trainings, orientations (monthly), on-going foster parent training, and/or other training needs as identified by the training committee. Timely follow up to all inquires about foster/adoptive parenting that includes a phone call, mailing of a packet, recording of the information and in-person visits within 5 business days after an application is received. Attend all licensing trainings as required by DCFS, LCF and/or your immediate supervisor; provide documentation to staff (as applicable); provide case consultation and training to staff about licensing policies and procedures. Responsible for all safety activities in your workplace and immediately report all accidents and safety hazards to your supervisor. Responsible for other duties as assigned by supervisor. Maintains American Heart Association certification in First Aid and CPR, if required. Successfully completes Little City Foundation required training, re-training, and any additional training as required by Little City Foundation policies and practices, or as assigned by his or her immediate supervisor. Other duties as assigned.

Must be able to work constructively with a wide variety of people and must be able to conduct oneself in an ethical and professional manner and represent Little City Foundation in a positive manner. Must be proficient in the use of a computer to complete all documentation, and proficient with SACWIS.
PHYSICAL REQUIREMENTS & WORK ENVIRONMENT:
While performing the duties of this job, the employee is subject to sitting for prolonged periods; frequently walks, stands, grasps, lifts, holds, or feels objects; occasionally stoops, kneels, crouches, or crawls. Extended use of computer and typing is required. The employee frequently is required to use manual and finger dexterity and eye-hand coordination when working and handling office equipment. The employee is subject to assist and support up to 25 pounds with varying amounts of assistance on a reoccurring basis. The employee is required to have corrected vision and hearing within normal range and the ability to operate office equipment. No occupational exposure to blood, body fluids, communicable diseases or other potentially infectious substances (Category I). Typical office environment. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
