Assistant District Manager
South Hillsborough County to Lee County
Position Summary
The Assistant District Manager is responsible for the professional management and administration of assigned Community Development Districts (CDDs). Reporting to the Senior District Manager, this position serves as the primary liaison between the District’s Board of Supervisors, residents, consultants, contractors, and vendors to ensure the effective operation of the District.
This role requires strong leadership, project management, communication, and organizational skills, along with a thorough understanding of Florida Statutes governing Community Development Districts. The position offers opportunities for professional growth and advancement based on performance, leadership, and company growth.
Essential Duties and Responsibilities
District Administration & Board Relations
Serve as the primary point of contact for assigned Community Development Districts.
Attend and facilitate Board of Supervisors meetings, workshops, public hearings, and other District meetings as required.
Prepare meeting agendas, compile supporting materials, and ensure timely distribution of meeting packages.
Record and document Board actions and meeting minutes.
Administer Oaths of Office to newly elected Board Supervisors (Notary Public preferred but not required).
Maintain regular communication with Board Members between meetings to provide updates on District operations, projects, and initiatives.
Respond to Board Member and resident inquiries in a professional and timely manner.
Compliance & Governance
Ensure compliance with all applicable Florida Statutes, District policies, and regulatory requirements.
Coordinate and oversee statutory filings and reporting requirements, including:
Coordinate with District Counsel, Engineers, Accountants, and other consultants to maintain compliance and support Board objectives.
Operations & Vendor Management
Manage vendor relationships and service contracts to ensure compliance with contract terms, service levels, and performance expectations.
Coordinate procurement activities, contract administration, renewals, and billing review.
Conduct regular field inspections of District infrastructure, amenities, and common areas.
Identify maintenance, operational, and capital improvement needs and coordinate corrective actions.
Monitor ongoing projects and oversee project management efforts from initiation through completion.
Financial Management
Assist in the preparation, implementation, and monitoring of District budgets.
Review invoices, purchase orders, and financial reports for accuracy and compliance with Board-approved budgets.
Work closely with District accountants and consultants to support sound fiscal management and long-term planning.
Provide financial recommendations and budgetary guidance to the Board as needed.
Communication & Resident Relations
Maintain and update District websites and digital communications platforms.
Respond to resident concerns and inquiries while fostering positive community relations.
Communicate effectively with stakeholders, including Board Members, residents, consultants, contractors, and governmental agencies.
Promote transparency and professionalism in all District communications.
Qualifications
Education & Experience
Bachelor’s Degree preferred, or equivalent combination of education and experience.
Minimum of two (2) years of experience in community association management, property management, local government, client relationship management, account management, or a related field preferred.
Experience presenting to Boards, committees, or public groups is preferred.
Licenses & Certifications
Valid Florida Driver’s License with a satisfactory driving record.
Florida Notary Public commission preferred or ability to obtain within six months of hire.
Technical Skills
Advanced proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).
Ability to utilize DocuSign and Adobe Pro is a must
Experience with meeting management software, website platforms, and financial reporting systems preferred.
Ability to learn and utilize company software and reporting tools.
