The Ministry of Jobs, Economy, Trade and Immigration (JETI) supports, develops and promotes economic development, trade and investment, safe, fair and healthy workplaces and attracts skilled workers. Safe, Fair and Healthy Workplaces Division’s Occupational Health and Safety (OHS) program works to prevent work-related injuries, illnesses and fatalities through regulatory compliance action and the provision of information to work site parties.

Workplace Policy and Legislation is one branch within the Safe Fair and Healthy Workplaces division of the Ministry of Jobs, Economy, Trade and Immigration. The Workplace Policy and Legislation branch is a fast-paced and results-oriented environment that strives for excellence while developing and fostering cooperative relationships across the Government of Alberta and with external stakeholders. The branch is comprised of three teams that focus on employment standards and workers' compensation, labour relations, as well as occupational health and safety (OHS) policy and legislation.

Reporting to the Manager of Labour Relations Policy, the Senior Policy Analyst joins a team of professionals responsible for the development and maintenance of the Labour Relations Code, Public Service Employee Relations Act, Police Officers Collective Bargaining Act and the Burial of the Dead Act. The Senior Policy Analyst leads complex policy analysis and project work associated with emerging labour relations issues, trends and reviews of labour relations policy and legislation. This includes providing timely, high quality written analysis, options and strategic advice to decision makers.
The successful candidate will have:
Strong ability to interpret and apply legislation and understanding of the legislative development process.
Knowledge of government decision-making and policy development processes.
Strong research, problem solving and analytical skills to monitor and conduct strategic analysis of labour relations issues and trends.
Ability to support a variety of projects and use strong time management skills to meet timelines.
Relationship building and teamwork skills.
Excellent written communication skills to articulate complex information in a clear and concise manner.

Qualifications
Bachelor’s degree in a related field (e.g. Public Administration, Political Science, Labour Studies or Social Sciences), plus 4 years progressively responsible related experience in policy analysis and development or similar; or equivalent as described below. Equivalencies may be considered as: directly related education or experience on the basis of: 1 year of education for 1 year of experience or 1 year of experience for 1 year of education.
Experience writing briefing notes, correspondence, reports and other materials for senior decision makers.
Experience using research methodologies, and policy analysis processes necessary for the development of policy recommendations, action plans, implementation strategies, etc.
Knowledge of government decision-making and policy development processes and procedures, including processes for amending and enacting legislation.
Assets:
Knowledge of labour relations issues and relevant legislation, policies, programs, business and strategic planning processes.
Knowledge and familiarity with the Alberta economy; and key industries and trends in labour relations.
Minimum recruitment standards outline the minimum education and experience required for appointment to a job classification.
Notes
There is one (1) permanent full-time position working 36.25 hours per week, Monday to Friday.
Work location is in Edmonton or Calgary.
