Job Duties:
To provide over the counter services to the public; register watercraft, inspect watercraft for compliance with Federal requirements; review documentation for legality of ownership and /or authority and enter into a database. Issues ownership documents, collects fees, and enters transactions; into the Point of Sale system. Issues licenses, special use stamps and non-permit tags. Sells publications to the public. Responds to public inquiries through the mail., in person, through the Internet, and over the telephone regarding the interpretation of the state and federal laws and Department policies / procedures, complex watercraft registration requirements and procedures, and urban wildlife nuisances. Prepares daily reconciliation reports and balances it against daily receipts and Point of Sale reports. Completes public records requests. Verify licensing of private investigators with the Department of Public Safety and financial institutions with Department of Banking before divulging confidential information relating to watercraft registration. Supporting the Department with public outreach efforts. Maintains supplies necessary to perform job duties, including providing information to the public.
Major duties may include: • Over the counter service - Registers new watercraft, transfers and renews watercraft in a timely and accurate manner; inspects watercraft for compliance with Federal requirements; ensures the presence and validity of legal documentation of ownership in compliance with A.R.S. Title 5, Federal laws and Game and Fish Commission rules; issue ownership documents, assess fees and collect revenue; identify stolen watercraft and report to the Law Enforcement Branch. Enters transactions into the Point of Sale system. Responsible for cash security and accountable inventory decals.
• Over the counter service - Issues licenses, tags and stamps in a timely and accurate manner in accordance with A.R.S Title 17 and Game and Fish Commission rules; determine fees; collect revenue; sells publications and is responsible for security of publications inventory. Enter data on the database; collect fees, and enter transactions into the Point of Sale system. Responsible for cash security and accountable forms which include license, tags and stamps. On hand training of new employees when needed.
• Responds to public inquiries through the mail, in person, through the Internet and over the telephone, regarding complex watercraft registration requirements and procedures, State Federal and Department policies and procedures, and urban wildlife nuisances.
• Prepare daily reconciliation reports and balances it against daily receipts and Point of Sale reports.
• Prepares several Department mass mail outs annually. Sorting, labeling, stuffing, and sealing various materials. Locates, copies, retrieves, files, and stocks supplies/forms necessary for job function, including supplies to keep the public informed.
• Perform other duties as assigned.

Knowledge, Skills & Abilities (KSAs):
Candidates will have knowledge in/of: Game and Fish Commission rules and orders; A.R.S Title 5, Title 17, Title 33 and other applicable Arizona Revised Statues; U.S. Coast Guard Federal requirements for the manufacture of watercraft and hull identification numbers; terminology of watercraft structure, knowledge of watercraft and engine styles; other states Game and Fish or other states MVD titling/registrations laws, and formats; formats and legality requirements of last will and testamentary, lien foreclosures, repossessions; court seizures and other numerous legal documents; Game and Fish Department Operation manual; Department Watercraft Procedures manual; Department Sales Procedures manual; special licenses manual; Point of Sale system procedures manual; urban Wildlife public information manual; basic Point of Sale system operation; Game and Fish, Federal and ATF relating to hunting and prohibited weapons and ammunition terminology used for identification specific weapons and ammunition; various city, county, and state ordinances and basic Native American reservations regulation; general geography, ecology and biology of Arizona; Department structure and the responsibilities of each area; Department information processing system including sportsman's and watercraft registration databases; Business English grammar, spelling, composition and mathematics; Microsoft Word, and Excel; Sales techniques, Marketing techniques, Up-sell of products the Department offers.
Candidates will have skills in: oral and/or written communications in order to interpret Game and Fish laws, rules, policies, and procedures; and for on hands training of new employees relating to watercraft registrants and licensing. Computer data entry, typing /10key and personal computer and printer; mathematics, proofreading, and research. In recognizing potentially fraudulent or stolen watercraft. Advanced listening abilities to customer concerns and requests. In-Depth interpersonal relationships; and skills in the application of customer service techniques, good communications skills to relay information to customers requests in a calm, effective and respectful manner. Problem solving skills with customers issues with watercraft, licensing, and any other problem the customer may have.
Candidates will have the ability to work independently, respond to others with tact, diplomacy and patience and to maintain harmonious working relationships with all levels of Department staff and external customers; ability to maintain confidentiality; ability to use discretion and independent judgement.
Selective Preference(s):
Candidates should have at least one (1) year of experience in a customer service position.
