SUMMARY:
The Director
reports to the Associate Vice President and Chief Facilities Officer of
Facilities Management and provides leadership to a department of skilled professionals
overseeing and coordinating all activities related to new and proposed
construction and renovation projects at the University. Work involves planning,
overseeing and coordinating the work of Project Managers (3), CAD Designer (1),
outside Architects, Engineers, Contractors, Facilities Management Supervisors
and other University personnel engaged in construction projects on campus. Work is reviewed for program effectiveness
and overall results through conferences and reports.
DUTIES
AND RESPONSIBILITIES:
Prepares capital budget for each
fiscal year and develops Master Plan for multi-year capital budget forecast.
Reviews facilities improvements
project requests submitted by all departments and develops a priority list for
review with the Associate Vice President and Chief
Facilities Officer of Facilities Management and the Department of Budget and
Planning.
Develops
and maintains capital project budgets, cash flow projections, and schedules.
Prepares cost estimates of proposed
maintenance, renovation, and construction projects.
Supervises
the department’s skilled professionals (project managers = 4), assigns
projects, approves purchase order requisitions and performs annual performance
appraisals of administrative and support staff.
Coordinates
the activities of construction personnel, Facilities Management personnel and
Public Safety personnel to insure minimum disruption of academic and related
operations.
Coordinates
and plans construction and renovation project activities to minimize parking
problems and other impacts to campus activities.
Coordinates construction and renovation
projects to maintain safe conditions for University students and personnel.
Assists in soliciting bids for new
construction or renovation projects.
Maintains
liaison with the architects, engineers and contractors engaged in the planning,
construction and initial start-up operations of new or renovated facilities.
Inspects
construction work of all projects for workmanship, proper materials,
conformance to plans and specifications and conformance to completion of
schedules and project budget.
Conducts
and attends job meetings on all projects for which responsible.
Provides periodic reports to the Associate
Vice President and Chief Facilities Officer of Facilities Management on the
progress of all projects.
Develop relations and collaborate with Department of City
Planning, Mobility and Infrastructure and Permits, Licenses and Inspections,
Public Works and the Pittsburgh Bureau of fire.
Provide all required documentation as required for pursuant
of Federal, State, Local and Donor Grants. Meet with Registered Community
Organizations and request letters of supports for major projects.
Perform
confidential studies as directed by the Associate Vice President and Chief
Facilities Officer of Facilities Management and the Department of Budget and
Planning.
This position requires travel.
SUPERVISORY RESPONSIBILITIES:
Guides work of others who perform the
same work. May organize, set priorities, schedule and review work, but has no
responsibility to hire, terminate, reviewing performance or make pay decisions.
Supervises work of others, including
planning, assigning and scheduling work, reviewing work and ensuring quality
standards, training staff and overseeing their productivity. May offer
recommendations for hiring, termination and pay adjustments, but does not have
responsibility for making these decisions.

REQUIREMENTS:
Minimum qualifications:
Bachelor’s degree in engineering from an accredited educational institution and
5-8 years of work-related experience.
Valid
PA Driver’s license in good standing.
Preferred qualifications:
Bachelor’s degree in mechanical,
electrical, civil, or related engineering from an accredited educational institution
and 5-10 years of work- related experience.
Alternatively, the successful candidate may possess any equivalent combination
of experience and training, which provides the knowledge, skills and abilities
required to perform the essential job functions. This includes, but is not
limited to, the following:
Thorough
knowledge of the methods, practices, and techniques of renovation and general
construction work, computer and CAD skills a plus.
Thorough
knowledge of the occupational safety and health regulations related to building
construction. Coordinate construction activities with DU Department of
Environmental, Health and Safety.
Ability to
maintain liaison with architects, engineers and contractors.
Ability to
establish and maintain an effective working relationship with University
personnel, contractors and City and State agencies in order to coordinate,
manage and complete major capital improvement and construction projects
properly.
Ability to
organize, plan, coordinate, schedule, and direct the work of others.
Strong ability to
communicate effectively, both orally and in writing; the ability to respond
promptly and effectively to requests and concerns is a priority.
Ability to
conduct job-planning meetings with architects, engineers, contractors and
University personnel.
Ability to
demonstrate good judgment, confidence, dependability and thoroughness in
carrying out assigned responsibilities.
Ability to
develop and maintain capital project budgets, cash flow projections, and
schedules.
Ability to
prepare cost estimates of proposed maintenance, renovation, and construction
projects.
Ability to read
and interpret all types of engineering drawings and specifications.
Knowledge of
computer software packages to complete assignments (software may include word
processing, spreadsheet and database applications); ability to learn and use
other programs to complete new requirements; knowledge of, or ability to learn,
computer-aided design software packages.
Sensitivity to
