Position Summary: The Development Superintendent is Atlanta Habitat's primary field resource for pre-development site preparation and day-to-day land development execution. The position performs field due diligence, coordinates DDH permitting and approved tree removal, manages lot clearing and other early site work, monitors active development construction, coordinates contractors, utilities and inspections, verifies completed work, and processes invoices. Working under the Director of Site Planning & Development, the Superintendent resolves routine field issues and promptly escalates decisions that materially affect design, cost, schedule, quality or regulatory compliance. The role helps ensure properties progress from acquisition through pre-development and into a documented construction-ready condition.

  Pre-Development and Property Preparation

• Conduct field due diligence and property investigations for potential acquisitions and existing Atlanta Habitat properties; document observable conditions, photographs and site-access needs.
• Identify and communicate potential clearing, demolition, hazardous/dead/dying tree, drainage, erosion, utility, access, dumping and adjacent-property concerns.
• Develop scopes of work, obtain contractor proposals and coordinate approvals for assigned pre-development activities.
• Prepare, submit and track dead, dying or hazardous tree (DDH) permit applications in coordination with the Permitting & Zoning Coordinator.
• Schedule and oversee approved DDH tree removal, lot clearing, site cleanup, demolition support and other property-preparation work.
• Verify pre-development work is complete and properly documented before the property advances to its next phase.

Development Field Execution

• Conduct routine site visits and monitor clearing, erosion control, grading, stormwater systems, roads, sidewalks, water, sewer, power, telecommunications and related infrastructure work.
• Compare field conditions and contractor work with approved plans, specifications, contracts and project requirements; document progress, deficiencies and corrective actions.
• Serve as the day-to-day field contact for contractors, consultants, inspectors and utility providers on assigned work.
• Coordinate work sequencing, site access, field meetings, inspections, testing and corrective work to support project schedules.
• Resolve routine field execution issues within established authority and escalate significant design, cost, schedule, safety, quality or compliance matters to the Director.
• Maintain organized site photographs, daily or weekly field reports, outstanding-item lists and contractor commitments.

Contractor, Invoice and Cost Administration

• Solicit and compare quotes for assigned work and confirm required authorization is in place before work begins.
• Verify contractor work, quantities and deliverables in the field before recommending payment.
• Review invoices against approved proposals, contracts, purchase orders and completed work; resolve discrepancies with contractors.
• Code and submit invoices for approval and payment in accordance with Atlanta Habitat procedures, and track payment status and project cost records.
• Notify the Director of anticipated cost impacts, scope changes or potential change-order conditions before commitments are made.

Inspections, Closeout and Construction-Ready Handoff

• Coordinate required inspections, testing, punch lists and corrective-action follow-up for assigned site and infrastructure work.
• Track as-builts, releases, warranties, utility documentation, final site cleanup and other closeout items in coordination with the project team.
• Confirm assigned work is complete before final payment is recommended.
• Support bond, infrastructure and municipal closeout activities as directed.
• Verify and document field conditions for the development-to-construction handoff, including access, clearing, grading, erosion control, utilities, infrastructure and outstanding site issues.
• Coordinate closely with Construction personnel so that lot-readiness concerns are identified and resolved before vertical construction begins.

Safety, Compliance and Team Support

• Promote safe work practices during site visits and immediately report unsafe conditions or incidents through established procedures.
• Confirm assigned contractors maintain required documentation and perform work consistent with applicable permits and approved plans.
• Participate in departmental planning, project-status and development-to-construction coordination meetings.
• Maintain accurate information in Monday.com and other assigned project-management, invoice and document-control systems.
• Recognize that nonprofit work often provides opportunities to contribute beyond primary assignments. Work collaboratively across the organization and accept additional duties as needed to address operational gaps, support team priorities, and provide coverage during staff absences and vacations.

Requirements

• Working knowledge of residential land development, site preparation, grading, erosion control, stormwater, utilities and civil construction practices.
• Ability to read and apply civil/site plans, surveys, specifications, scopes of work and contractor proposals in the field.
• Strong field observation, documentation and problem-solving skills, with sound judgment about when to resolve an issue and when to escalate it.
• Ability to coordinate multiple contractors, inspectors, utility providers and internal stakeholders while maintaining schedules and commitments.
• Strong organizational skills and attention to detail, including accurate invoice review, coding, recordkeeping and follow-through.
• Clear, professional verbal and written communication skills and the ability to build productive working relationships.
• Ability to work independently in the field while remaining aligned with project direction, budgets, approval limits and organizational procedures.
• Proficiency with Microsoft Office and project-management or field-documentation software; experience with Monday.com is preferred.
• Valid driver's license, reliable transportation and an acceptable driving record are required.

Education and Experience:

• High school diploma or equivalent required; associate or bachelor's degree in construction management, civil engineering technology, building construction or a related field is preferred.
• At least three years of relevant experience in land development, civil/site construction, residential construction, utilities, field inspection or construction supervision is preferred.
• Experience coordinating contractors, inspections, scopes of work and invoice documentation is strongly preferred.
• OSHA 10-hour training, erosion and sediment control certification, or other relevant field/construction credentials are preferred; selected candidates may be required to obtain designated training after hire.
• An equivalent combination of education and directly relevant experience may be considered.

Physical Requirements:

• Regularly travel to active construction sites, vacant lots, municipal offices and project locations throughout the City of Atlanta, South Fulton County and surrounding service areas.
• Frequently walk and stand for extended periods on uneven, muddy, sloped or unfinished terrain and navigate active construction environments.
• Work outdoors in varying weather conditions and around dust, noise, vegetation, construction equipment and other typical site conditions.
• Climb, bend, stoop, kneel and reach as needed to observe and document site conditions.
• Must be able to lift and carry up to 40 pounds at times and use required personal protective equipment.
• Prolonged periods of sitting at a desk, driving and working on a computer are also required.

• This position is classified as full-time exempt. The role is primarily field-oriented and requires frequent local travel. Some early-morning, evening and weekend work may be required based on project schedules, inspections or urgent site conditions.  This position is not expected to be eligible for a regular hybrid work schedule because of its field responsibilities.
