Job Summary: 

The Safety and Risk Manager leads the development, administration, and coordination of the District’s comprehensive safety and security program. This role establishes and implements policies, procedures, and training to support consistent, effective safety practices across all locations, and oversees incident management, reporting, and continuous improvement efforts. The position evaluates security needs, guides resource allocation, and directs safety infrastructure initiatives to reduce risk and support a safe, secure environment district-wide.

Essential Functions:

Functions listed are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude 

1. Develop, implement, and administer the District’s comprehensive safety and security program, including risk assessment, incident management, compliance support, and risk mitigation strategies.

2. Develop, maintain, and implement safety and security procedures, operational guidance, and training programs to support consistent practices across all locations, including de-escalation, incident response, and Rules of Conduct policy interpretation and application.

3. Advise on security coverage needs by analyzing incident patterns and operational demands and recommending appropriate staffing levels, hours of coverage, and resource allocation. Develop and oversee a comprehensive security training program, including establishing training standards, approving content, and ensuring onboarding and ongoing training needs are met.

4. Oversee the District’s Incident Reporting System (currently PITS), including establishing documentation standards, reviewing reports for completeness and accuracy, conducting investigations, and analyzing trends to strengthen safety practices, identify training needs, and reduce repeat incidents.

5. Plan, coordinate, and oversee district-wide safety and security infrastructure improvements, including evaluating needs and implementing equipment and system enhancements such as access control systems, alarms, and video monitoring technologies.

6. Oversee the development and administration of the District’s key control program, including inventory, issuance, tracking, audits, and coordination of emergency protocols.

7. Serve as the primary liaison between FVRL and the labor unions that represent employees on matters related to safety and security policies and procedures. Support bargaining and negotiation efforts, including development and presentation of management proposals, analysis of union proposals, and guidance to leadership on contract interpretation and grievance responses. Lead and facilitate labor-management meetings to promote effective communication and problem-solving.

8. Oversee safety committee practices and ensure alignment with organizational procedures, Washington State requirements, and applicable regulatory standards.

9. Conducts incident investigations and safety inspections at District locations, including follow-up to recommend corrective action plan. 

10. Prepare and present safety and security reports and risk reduction and improvement recommendations to Administration Ensure safety and security practices align with applicable regulatory requirements and professional standards, including departmental compliance with required training, PPE practices, and safety equipment inspections.

11. Serve as a liaison with local law enforcement, emergency responders, and other agencies to coordinate responses to safety concerns and support emergency planning.

12. Collaboratively coordinate district-wide safety and security projects and related communication. Attend meetings and participate in committees or work groups to represent safety and security priorities and support consistent practices across the District.

13. Keep informed of current safety, security, emergency preparedness, and risk management practices by attending training and workshops, participating in professional networks, and reviewing specialized literature and regulatory guidance.

Additional Duties and Responsibilities

Duties are considered non-essential and include the following:

• Coordinate employee safety and security related uniform and equipment issuance.

Minimum Qualifications

Education and Experience

• Bachelor’s degree in a related field.

• Minimum of five years of progressively responsible experience in safety, security, emergency preparedness, risk mitigation or related field.

Required Experience

• Experience developing, implementing, or supporting safety, security, or emergency preparedness programs, policies, or procedures.

• Minimum of two years of experience managing people, projects or programs.

• Must be eligible to operate a company vehicle, including maintaining a valid driver’s license and acceptable driving record.

• Ability to obtain and maintain a CPR/First Aid certification within three months of hire.

Preferred Qualifications 

• Experience coordinating safety or security operations across multiple work sites, teams, or service locations.

• Experience working in a unionized environment and/or with represented employees.

• Experience using relevant security technology and equipment (e.g., CCTV)

Physical and Environmental Conditions: 

Work is conducted within and outside a normal office setting as well as public library settings.  Occasional moderate lifting such as equipment or other materials (up to 35 pounds) may be required.  Requires walking and standing for long periods of time, and occasional stooping and bending. 

Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices or meeting rooms, e.g., use of safe work place practices with office equipment, and/or avoidance of trips and falls and observance of fire regulations.  Work involves routinely deescalating issues and situations inside and outside library facilities, including aggressive human behavior, hostile language, and potentially violent conduct.  May be exposed to soiled and/or waste materials and blood borne pathogens. 

Required to travel throughout the district. 

Compensation & Benefits

The pay grade spans from $79,901.94 annually to $119,852.91 annually.  

FVRLibraries covers 90-95% of full-time employees’ health insurance premium cost and 90-100% of dental insurance premium costs.  In addition, we provide employees with Life Insurance, AD&D and Long-Term Disability Insurance at no cost to the employee.  Employees have the ability to enroll in additional, voluntary life insurance, income protection plans, flexible spending accounts and health savings accounts. Our employees enjoy 13 paid holidays throughout the year. Full time employees accrue 8 hours of sick leave per month.  The initial vacation leave accrual is 11 hours per month; this increases over time based on years of employment. We also offer other types of paid time off for situations such as jury duty, bereavement leave, inclement weather and more.
