Job Purpose
Support the Payroll Manager and Head of Reward to deliver to monthly payroll accurately and on time, including all aspects of payroll administration in line with statutory legislation, System testing and Pension Governance in line with HS2’s renumeration packages and benefit offerings.
About the Role
Supporting the Payroll Manager with the complete end to end payroll cycle resulting in on time and accurate delivery of the monthly payroll.
Perform checks to ensure the completeness and accuracy of the changes processed by the team before committing the monthly payroll for payment; coordinate checks and approvals with Human Resources. Providing detailed commentary for any variances to support payroll sign – off.
Managing annual and monthly benefit changes via HS2’s third party provider to ensure timely and accurate processing in line with HS2’s Benefit offerings.
Identify process improvements and efficiencies supporting system development, as required and assist on their implementation. Ensuring up to date documents standard Operating procedures.
Support with employee and third-party queries via Helpdesk in line with service level agreements, providing general payroll advice.
Act as the point of contact for any escalated payroll queries.
Maintain your own payroll deadlines.
Specialist up to date Payroll Knowledge and experience running all aspects of the payroll function.
Assist in the preparation of HMRC annual returns including P60’s and Payrolled Benefits in Kind (Taxable Benefits).
Support with Oracle regression testing in line with planned quarterly patch releases, bug fixes and system upgrades.
Anticipate and plan for the implications of new regulations/legislation and assist determine the most appropriate method of implementing changes.
Provide management information reports on payroll costs and information and audit trails to support disclosures in the annual report and accounts.
Actively promote and embed Equality Diversity and Inclusion (EDI) in all your work, and support and comply with all organisational initiatives, policies and procedures on EDI.
Pension Governance Provide direction and support in the governance and delivery of the HS2 workplace pension scheme, through the setup of a Defined Contribution Governance Committee
Develop frameworks for the effective communication of pension information to all HS2 staff through a variety of methods in support of developing financial literacy
About You
Skills:
Ability to operate manual payroll processes and systems and identify continuous improvement Proactive, organised and sound analytical/problemsolving skills.
Proven ability to mentor and motivate payroll team.
Ability to articulate complicated information to non-payroll experts.
Ability to carry out high volume payroll reconciliations ensuring accuracy at all times.
Problem solving skills - including resolving operational and related IT problems for payroll issues maintaining payroll accuracy.
Ability to develop and define efficient operating processes and practices for a modern payroll system and to support the development, testing and implementation of a highly integrated payroll system.
Customer service skills – including a “Right First Time” ethos.
IT skills -including Microsoft Office programmes and the ability to manipulate complex data sets in Excel.
Communication skills – including the ability to interact effectively with both internal and external stakeholders; and external bodies, such as HMRC
Knowledge:
Qualified by experience and in training for a professional qualification such as the Chartered Institute of Payroll Professionals (CIPP)
Knowledge of payroll-related legislation and practices including HMRC guidelines and procedures for payroll taxes
Understanding of HMRC legislation on taxable benefits
Knowledge of pension scheme rules, related legislation, regulatory requirements and the impacts on payroll and employees; knowledge of occupational pension schemes
Knowledge in all aspects of payroll administration covering the employee life cycle
Understanding of tax codes and how to manually calculate employee tax to ensure system accuracy.
Type of Experience:
Experience in all aspects of payroll and the operation of integrated payroll systems.
Experience of implementing change whilst maintaining a reliable and efficient service.
Evidence of succeeding in a complex, fast-paced environment, with an ability to work to and meet multiple and tight deadlines.
