The Senior Vice President of Health Services Operations (Sr. VP of Health Services Ops) is responsible for development, implementation and oversight of health services programs throughout the PPGT service area in alignment with organizational goals and policies. Ensures delivery of high-quality reproductive and sexual health care and family planning services for all patients. Fosters a transparent, high-accountability culture that inspires frontline teams, celebrates data-driven decision-making, and maintains high employee engagement through organizational change. Supports the organization’s strategic plan and workplace inclusion initiatives. Ensures productivity expectations, customer service and compliance standards are maintained. Abides by the organization’s mission in performing job duties. Demonstrates an understanding and commitment to PPGT’s culture of quality, safety and risk awareness.
Responsibilities
• Provides strategic leadership and oversight of health services operations across all service delivery sites, ensuring alignment with organizational goals, policies, vision and mission. • Establishes and monitors operational performance metrics, utilizing data analytics and reporting tools to drive accountability, improve efficiency, and achieve organizational objectives. • Leads operational planning and continuous improvement initiatives, including workflow optimization, resource allocation, technology implementation, and process redesign. • Ensures compliance with organizational policies, regulatory requirements, accreditation standards, and best practices while maintaining operational consistency across all locations. Accrediting, licensing, and regulatory bodies including, but not limited to: Planned Parenthood Federation of America (PPFA), Texas Department of State Health Services (TDSHS), Texas Health and Human Services Commission (HHSC), Clinical Laboratory Improvement Amendments (CLIA), Occupational Safety and Health Administration (OSHA), Medical Examiners, and Nurse Examiners. • Fosters a culture of transparency, accountability, collaboration, and high performance by establishing clear expectations and measurable outcomes for leaders and teams. • Leads, mentors, and develops operational leaders, creating succession plans and professional development opportunities that support organizational growth and workforce stability. Utilizes employee engagement data, performance metrics, and feedback mechanisms to drive workforce engagement, retention, accountability, and continuous improvement. • Champions change management initiatives by developing communication, engagement, and implementation strategies that support successful adoption of organizational priorities and operational transformations. • Oversees operational financial performance, ensuring effective stewardship of resources and achievement of budgetary and productivity goals. • Partners with other leaders and finance teams to develop annual budgets, long-range financial plans, and strategies that support organizational sustainability and growth. Acts as Program Manager for grants and funding projects. • Monitors operational, productivity, and financial performance indicators and implements corrective action plans when performance does not meet established targets. • Identifies and executes opportunities to improve efficiency, optimize resource utilization, manage costs, and strengthen financial performance across health services operations. • Leads initiatives that promote exceptional patient experiences and customer service, ensuring services are accessible, responsive, and patient-centered. • Collaborates with clinical and quality leaders to support quality improvement initiatives that enhance operational performance, patient outcomes, and service excellence. • Monitors patient satisfaction, quality, access, and operational metrics, utilizing data to identify trends, address concerns, and drive continuous improvement. • Fosters a culture of quality, innovation, and continuous learning that supports safe, efficient, and equitable delivery of reproductive and sexual health care and family planning services. • Represents the organization internally and externally with community organizations, healthcare partners, payers, regulatory agencies, and professional associations as appropriate. • Has unrestricted access to patient protected health information (PHI) on paper and electronic forms health records for purposes of treatment, payment, and/or healthcare operations. The use of a patient’s protected health information should be limited to information needed for the specific task that is being performed or requested by the individual patient. Disclosure of any patient information must be for purposes of treatment, payment or healthcare operation OR must be accompanied by a valid patient authorization. Must adhere to minimum necessary rule. • Duties and responsibilities may be added, deleted or changed at any time at the discretion of management, formally or informally, either verbally or in writing.
Qualifications
Master’s degree + 8 years of relevant exempt experience or Bachelor’s degree + 10 years of relevant exempt experience or Associate’s degree + 12 years of relevant exempt experience or High School diploma or equivalent + 14 years of relevant exempt experience.
Education: Healthcare Administration, Business Administration, Public Health, Organizational Leadership or related.
Relevant exempt experience: Operational or Health Services leadership experience.
Must have at least 6 years of supervisory or management experience.
Must have 3 years of experience in a relevant senior leadership role.
Must have experience leading multi-site healthcare operations and multidisciplinary teams.
Healthcare industry preferred.

Must have excellent computer skills with knowledge of Microsoft Word, Excel, PowerPoint, Outlook, and Internet. Must have the willingness and ability to adapt to change including advances or new technology. Must have excellent customer service skills and be committed to providing the highest level of customer satisfaction.

The essential functions of the job require working 40+ hours per week in PPGT offices and/or health centers, including nights and weekends. Must be able to travel as needed for affiliate business. Must be able to type, operate standard office equipment, and communicate (written and oral) in a clear and professional manner. Must be able to perform assigned duties with efficiency and accuracy and maintain confidentiality.
