Candidates must have a bachelor's degree in Construction Management, Civil Engineering, or a related field and 10–15 years of industry experience. A minimum of 5 years in operational leadership and experience with large-scale CMAR or Design-Build projects is required.

The ROM plays a key role in regional strategy, project acquisition, and long-term planning while serving as a liaison between field operations and executive leadership.
