Job Description
Fluor is seeking an experienced Construction Site Manager IV to lead and oversee field execution activities for Nuclear Engineering, Procurement, and Construction (EPC) projects. This position is responsible for the overall management of construction operations, ensuring work is performed safely, efficiently, and in accordance with project specifications, quality requirements, regulatory standards, schedule commitments, and budget objectives.
The Construction Site Manager IV provides leadership to construction supervision, subcontractors, and project teams while coordinating closely with Engineering, Procurement, Quality, Project Controls, and client stakeholders. The role is instrumental in driving site performance, workforce productivity, safety excellence, and successful project delivery throughout all phases of construction, turnover, and startup readiness.
This position supports Fluor's Nuclear Business Line headquartered in Houston, Texas, with opportunities to support multiple Nuclear EPC project locations throughout the United States. Travel, temporary assignment, or relocation to project sites may be required based on business and project needs.
Key Responsibilities
Lead all site construction activities to ensure safe, effective, and successful project execution.
Manage construction supervisors, field engineers, subcontractors, and craft labor in achieving project goals and milestones.
Ensure construction work complies with project specifications, quality requirements, regulatory standards, and client expectations.
Coordinate site activities with Engineering, Procurement, Quality, Startup, and Project Controls teams.
Monitor site safety performance and promote a culture focused on Zero Incident and Zero Injury objectives.
Direct construction planning, work packaging, productivity improvement, and resource utilization efforts.
Identify and resolve construction challenges, risks, and field execution issues to minimize schedule and cost impacts.
Monitor construction progress and provide leadership in achieving key project schedule and budget objectives.
Support project forecasting, workforce planning, and resource management activities.
Oversee system completion, turnover, commissioning support, and startup readiness activities.
Interface with clients, regulatory representatives, suppliers, contractors, and project leadership regarding site execution matters.
Drive continuous improvement initiatives and implementation of construction best practices.
Ensure proper documentation, reporting, and compliance with company and project procedures.
Perform other duties as assigned.

Minimum ten (10) years of construction experience, including significant leadership responsibility on industrial, energy, infrastructure, or EPC projects.

Strong knowledge of construction execution, safety programs, quality requirements, and project delivery practices.
Ability to communicate effectively with clients, management, contractors, regulatory agencies, and project teams.
Strong leadership, decision-making, conflict resolution, and organizational skills.
Ability to manage multiple priorities in a fast-paced project environment.
Willingness to travel or relocate to project sites throughout the United States as required.

• Typically direct and responsible for all staff assigned to the project(s) through direct reports typically consisting of managers and supervisors heading up the various functions (i.e., Safety Manager, Quality Manager, Construction Manager/Superintendents, Site Services Manager, Engineering Manager, Contracts Manager, and others as appropriate for the project(s))
• Typically serve as lead person to coordinate all activities and communication within the site/project areas as well as between the those areas and other offices and locations
• Coordinate and implement indirect activities, internal and external, required to support a productive project execution; including functional staff support, support craft activities, and any other resource necessary to assure a safe and quality project execution
• Generally responsible to assure all work undertaken is within approved scope boundaries and is in full compliance with all pertinent requirements
• Responsibilities typically include serving as the single point of accountability to senior management, the client, and the community

Experience supporting Nuclear EPC, power generation, DOE, DoD, or other highly regulated industrial construction projects.
Experience leading large-scale construction teams on complex capital projects.
Knowledge of nuclear quality standards, regulatory requirements, and system turnover processes.
Experience supporting commissioning, startup, and project closeout activities.
Professional Engineer (PE), Certified Construction Manager (CCM), PMP, or similar industry certification.
Excellent oral and written communication skills.
Proficiency with Microsoft Office applications, construction management systems, and project controls tools.
Ability to speak, read, or write multiple languages is a plus.
Work Location
Primary alignment is with Fluor's Houston Office Nuclear Business Line, supporting Nuclear EPC projects and pursuits across multiple U.S. locations. Work assignments may be site-based, office-based, or a combination of both depending on project execution and business requirements.
