The Payroll Coordinator or Payroll Coordinator Senior processes the TRS domestic employee payrolls. The incumbent will process and reconcile automatic and manual payrolls, and provide assistance and support for payroll and leave related issues. The incumbent will proactively work with the Employee Payroll Team, Finance staff and agency employees
This position at our Austin, Texas headquarters will be filled at one of two levels - Payroll Coordinator or Payroll Coordinator Senior. The selected candidate will be offered the position level that most closely matches their education and experience.
Salary Range:
Payroll Coordinator: $62,113 - $77,640
Payroll Coordinator Senior: $73,790 - $92,237
WHAT YOU WILL DO:
Payroll Processing
• Administers and processes designated automated and manual domestic employee payrolls, including regular, lump sum, and hourly payrolls in compliance with applicable regulations, policies, and procedures.
• Provides support with the onboarding and offboarding of employees to/from the statewide payroll system. (Senior oversees)
• Assists with auditing of payrolls as well as entry of personnel actions including merits, promotions, reclassifications, equity adjustments, and data changes.
• Responsible for the auditing of payrolls as well as entry of personnel actions including merits, promotions, reclassifications, terminations, new hires, equity adjustments, and data changes. (Senior)
• Maintains appropriate payroll processing controls and assists with setups of deductions, garnishments, voluntary deductions, terminations, W-4’s, direct deposits, including returned monies and payment cancellations.
• Develops and maintains appropriate internal controls to ensure proper deductions and distribution of money collected for child support payments, Internal Revenue Service (IRS) levies, bankruptcies and other deductions.
• Assists with audit and reconciliation of leave without pay (LWOP), FMLA and return to work retiree detail that may be payroll impacting. (Senior oversees)
• Compiles payroll data and develops ad hoc reports in response to internal and external information requests.
• Assists with the required monthly and annual reconciliations, including ERS insurance, TRUST payroll reporting, and Texas Workforce Commission quarterly reporting in accordance with state and agency regulations, policies, and procedures. (Senior maintains)
• Communicates with agency staff, Comptroller’s Office, Employee Retirement System (ERS), Texas Workforce Commission (TWC) and the State Auditor’s Office (SAO) to research, explain, and/or resolve complex payroll or leave-related questions, issues, and problems.
• Assists employees with payroll and timekeeping related questions or issues in accordance with agency policies, statewide procedures, and State and Federal statutes and regulations.
Departmental Support
• Provides guidance and technical assistance to new hires, managers, and other agency staff on employee payroll and leave regulations, policies, procedures, and systems.
• Assists with collecting and reporting payroll data for the annual SORM Risk Management Assessment Report. (Senior oversees)
• Completes and submits employee employment verification requests (Mortgage verifications, Workers Compensation etc.)
• Assists with monthly reconciliation of dual employment report.
• Reconciles monthly dual employment report for accuracy and reports discrepancies. (Senior)
• Assists with agency prior state service requests for both new hires and departing employees.
• Reviews changes to employee payroll policies, procedures, forms, and processes.
• Assists other Finance Teams on special projects and other program updates.
• Assists with ensuring that all operations are covered and productivity, customer service, and quality goals are met. (Senior)
• Responsible for the daily management of records, maintains accuracy of file plan, facilitates annual purge, attends touchpoint meetings, and maintains assigned SharePoint libraries. (Senior)

WHAT YOU WILL BRING:
Required Education
• Bachelor’s degree from an accredited college or university in accounting, finance, or a related field.
• High school diploma or equivalent and additional payroll, benefits, accounting, financial analysis, or related work experience may substitute for the required education on an equivalent year-for-year basis.
Payroll Coordinator Required Experience
• Three (3) years of full-time payroll processing and reconciling experience.
• One (1) year of full-time accounting, financial analysis or related experience requiring compilation, reconciliation, and analysis of detailed financial information.
• Experience may be concurrent.
Payroll Coordinator Senior Required Experience
• Five (5) years of full-time directly related, progressively responsible experience in payroll, accounting, detailed financial analysis or related experience.
• Two (2) years of full-time directly related, progressively responsible experience in employee leave administration and time and labor processing.
• Experience may be concurrent.
• A master's degree or doctoral degree in a closely related field may be substituted on an equivalent year-for-year basis.
Preferred Qualifications
• Experience processing and reconciling payrolls, and coordinating leave in a State of Texas agency.
• Experience with the State of Texas Centralized Accounting & Payroll/Personnel System (CAPPS) and the Employees Retirement System (ERS) PeopleSoft system.
• Certification as a Certified Payroll Professional (CPP) and/or Certified Benefits Professional (CBP).
• Experience using the following State of Texas Systems: CAPPS Human Resources/Payroll, CAPPS Time & Labor, CAPPS Financials/General Ledger, Uniform Statewide Accounting System (USAS), Payment Services/Texas Identification Number System (TINS), WWICS, Uniform Statewide Payroll/Personnel System (USPS). • Experience with the CAPPS CIET payroll load process. (Senior)
• Experience developing ad hoc payroll/time and labor reports in CAPPS Query Manager. (Senior)
• Experience with utilizing data warehouses. (Senior)
• Experience with unclassified payroll and benefits processing. (Senior)
Knowledge of
• General payroll and accounting principles, procedures, and practices.
• State of Texas employee payroll accounting statutes, policies, procedures, processes and systems including CAPPS HR/Payroll.
• State of Texas leave administration statutes, policies, procedures, processes and systems.
