Brief Job Description:

Performs advanced (senior-level) professional organizational and policy analysis work conducting organizational studies and evaluations, analyzing systems and procedures, conducting work simplification studies, and preparing operations and procedures manuals to assist management in operating more efficiently and effectively. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

This position is responsible for coordinating Community-Based Care implementation and operations activities at the catchment/community level. The position supports the evaluation, planning, and implementation of agency priorities and program changes affecting Community-Based Care and promotes alignment across operational practices, implementation activities, and evolving agency requirements. The position works under the direction of the Assistant Deputy Director of Community-Based Care Operations. The position interacts routinely with DFPS staff, Single Source Continuum Contractors (SSCCs), other agencies in the community, community boards, judges, schools, and the public.

Essential Job Functions (EJFs):

Collects and analyzes data in areas such as workload, operational, business, and managerial practices; staff utilization; organizational structure and development; and space utilization.

• Gathers, tracks and reports catchment level data or procedures as needed based on the information requested and makes staff and space utilization recommendations as necessary.
• Coordinates and records resolution of Community Based-Care case-specific issues.

Monitors and reviews current organizational, procedural, and operational systems for effectiveness, efficiency, and conformance to established guidelines.

• Confers with program staff, the judiciary, advocates, and other community stakeholders to review and identify trends and resolve Community-Based Care concerns to ensure program’s established protocols are being met in an effective and efficient manner.
• Researches, monitors, analyzes, respond, and tracks complaints or concerns related to Community-Based Care or SSCCs and makes recommendations to ensure procedures align with program’s mission and goals.

Consults with management to initiate studies; identify priorities; and define study scope, purpose, objectives, time frames, and resource requirements.

• After consulting with program leadership, assists in execution of process evaluations related to Community-Based Care readiness and implementation designing updates to program objectives and necessary time frames.
• Contributes to evaluation of readiness studies, tools and activities following Implementation of Stage I and Stage II Community- Based Care in each new area, identifies area priorities and resource needs.

Researches historical, current, and projected data to identify problems, causes, and areas for which procedural or system changes are indicated.

• Gathers, tracks and reports catchment level data or procedures as needed based on the information requested.
• Utilizes available data including stakeholder feedback, to identify problems, gaps or contradictions in procedure and makes recommendations for changes.

Researches new or improved business and management practices for application to agency programs or operations.

• Post-readiness of Community-Based Care model implementation, conducts survey and focus groups with stakeholders for readiness process improvement
• Maintains and researches designated community area Community-Based Care tools, documents, and protocols

Analyzes new or proposed legislation or regulations to determine their effect on program operations and management.

• Gathers and analyzes catchment level information to evaluate impact and inform responses related to legislative/policy changes.
• Conducts research, interprets trends, determines program impact and provides input and consultation related to catchment level information to analyze and track legislation.

Analyzes agency functions and activities being considered for conversion to contract operations.

• Coordinates, plans, implements, and monitors Community-Based Care readiness, implementation and operations at the catchment/community level.
• Coordinates with DFPS programs and CBC Operations to analyze agency functions for conversion to Community-Based Care contracted operations.

Develops recommendations for improvement and corrective action to standardize or improve organizational systems.

• Utilizes data and trends to evaluate Implementation/Quality Improvement activities at catchment area level and attends and presents at State level Community-Based Care meetings as requested.
• Identifies systemic issues, policy conflicts, knowledge and process gaps and deficiencies, and provides management with proposed changes and improvements to resolve them.

Conducts studies of employee or organizational efficiency and productivity and recommends changes or improvements in organization, staffing, work methods, and procedures.

• Conducts resource studies by gathering data to inform resource transfer planning with DFPS for Community-Based Care transitions
• Recommend staffing changes based on resource data analysis in collaboration with CPS Program and Position Control.

Prepares comprehensive technical records and reports to present and interpret data, identifies alternatives, and makes and justifies recommendations.

• Compiles, analyzes, and submits catchment level weekly/monthly health reports (dependent on implementation status) for Senior/Executive Leadership Review.
• Identifies trends and makes recommendations for intervention or increased monitoring as needed.

Conducts readiness assessments for change initiatives, analyze results, and report findings to management.

Manages the readiness work stage for SSCC certification, ensuring that all requirements are met.

• Prepares and makes presentations and conducts public meetings in support of Community-Based Care.
• Coordinates and leads Community-Based Care system change activities at the designated community area level including:
• Workgroups
• Focus Groups
• Community Presentations
• Presentations to DFPS/ SSCC staff

Conducts training on new methods and procedures.

• Provides ad hoc training and technical assistance to SSCCs and DFPS staff regarding program’s methods, procedures, policies, and standards.
• Attends and presents Community-Based Care-related readiness training as the Community-Based Care subject matter expert.

Conducts special projects.

• In coordination with the Community-Based Care Director, develops and executes catchment-specific readiness and implementation plans.

Reviews industry developments and makes recommendations for possible agency applications.

• Reads and reviews literature about program implementation to remain current on industry standards and makes program improvement recommendations.

Coordinates, plans, and directs organizational studies and evaluations.

• Gathers stakeholder information for ongoing process evaluations and other statewide studies.
• Provides and coordinates relevant information as Subject Matter Experts to inform various studies and evaluations.

Develops new or modifies existing operational program policies, procedures, goals, and objectives.

• Oversees, monitors, analyzes and maintains Community-Based Care-related process documents and resource guides.
• Establishes and retains standard operating procedures and policies.

Develops solutions to organizational issues and concerns, develops organizational change strategies and plans, and/or conduct training for implementation of organizational solutions, strategies, and plans.

• Plans, organizes, and facilitates meetings and workgroups with internal and external stakeholders for assigned community area, and future areas as requested, to develop solutions, change strategies, and training as needed for readiness/implementation of Community-Based Care and ongoing CBC operations.

Designs, evaluates, recommends, and approves changes to forms and reports.

• Maintains Community-Based Care specific forms and reports
• Reviews required Community-Based Care reports
• Serves as the primary contact for program forms and reports on agency website, ensuring content is accurate and up to date.

Advises management on agency studies.

• Provides feedback and recommendations to leadership on Community-Based Care research performed by DFPS.
• As the liaison of a Community-Based Care area provides recommendations for readiness and implementation barriers. 
• In collaboration with DFPS Subject Matter Experts, provides SSCCs with guidance and clarification when navigating complex situations.

Interprets historical, current, and projected data to identify problems, causes, and areas for which procedural or system changes are indicated.

• Analyzes compliance data and trends from FCL, case reads, complaints/stakeholder feedback, and data warehouse to evaluate compliance, identify trends, provide guidance, and makes recommendations for system and procedural changes to leadership.

Reviews and evaluates new or improved business and management practices.

• Coordinates development and ongoing maintenance and evaluation of joint protocols and other SSCC/CPS procedures.
• Reviews, develops and maintains Standard Operating Procedures for Community-Based Care.

Reviews and evaluates recommendations for improvement and corrective action to standardize or improve organizational systems.

• Coordinates and facilitates multi-disciplinary reviews of SSCC performance on a quarterly basis, or more if required to identify Community-Based Care service deficiencies that can be addressed with contract actions and performance improvement plans
• In coordination with the Contract Administration Manager, reviews and monitors SSCC implementation, progress, and timely completion of CQI or CAPs so that service deficiencies are corrected

Reviews comprehensive technical records and reports that present and interpret data, identifies alternatives, and makes and justifies recommendations.

• Evaluates complex complaints along with performance and operational trends to identify compliance issues, determine corrective actions and suggest program enhancements.
• Utilizes existing comprehensive data reports to interpret trends, conducts gap analysis and projects potential areas for intervention and recommendations.

Evaluates industry developments and makes recommendations for possible agency applications.

• Integrates process improvement and program enhancement recommendations based on Community-Based Care implantation trends.
• Monitors emerging trends in Child Welfare practice and analyzes relevance to Community- Based Care operations including recommendations for possible application in Texas Community-Based Care model.

Facilitates meetings with stakeholders from all areas and levels of the agency to gather necessary information for guidance documents.

• Serves as catchment area liaison in building effective partnerships with the Single Source Continuum Contractor (SSCC), DFPS, and stakeholders.
• In collaboration with DFPS Subject Matter Experts, gathers information, creates and maintains guidance documents to assist SSCCs with navigating technical, complex situations, and protocols.
•  Leads various workgroups for Community-Based Care readiness and ongoing operations, as applicable.

Registrations, Licensure Requirements or Certifications:

N/A

Initial Screening Criteria:

Experience in methods analysis, management, organizational development, or methods and systems work. Graduation from an accredited four-year college or university with major coursework in social services, business administration, organizational leadership, industrial organizational psychology, or a related field is generally preferred.

Four years’ full-time experience in working with children and youth in foster care; experience in working with teams; experience in working collaboratively with communities and in developing community resources within the designated catchment area.

Preferred:

Two years’ experience as a DFPS supervisor or above. Experience with Community-Based Care.
