This onsite role requires the selected candidate to work from an HHS office in Austin, Texas.

The Power Platform Development Lead is responsible for performing highly advanced (senior-level) programming, development, technical and operational support for the Microsoft 365 Power Platform, Power Apps, Power Automate, Power Platform Center of Excellence, and SharePoint Online application. Oversees and gathers business requirements for new systems and for applications and upgrades or enhancements to existing applications.  Oversees day-to-day activities of other development team members.  Develops the standards and procedures for other programming staff and application teams in order to govern the use of Power Platform for application development. Develops and supports Power Platform governance and provides support and oversight of the platform.  Develops and maintains team application roadmaps. Supports application lifecycle management in the platform. Develops new applications in the Power Platform and enhancements to existing applications.  Manages multiple projects while performing oversight of work in progress and backlog work. Work is performed with minimal supervision and extensive latitude for the use of initiative and independent judgment in carrying out the job functions and the mission of Health and Human Services Commission (HHSC) to improve existing systems. Work outside normal hours may be necessary.

Must be willing to work from an HHS office designated by the hiring manager 3, or more, days per week located in Austin, TX.

Essential Job Functions (EJF):

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Communicates with various levels of customers and leadership regularly and provides timely updates to their requests. Ensures that all customer needs are promptly addressed, and questions and concerns are responded to in a timely manner while exercising the highest level of service and quality. Participates in regular team meetings, sprint planning, and prioritization meetings, and projects a positive can-do atmosphere towards the customer, other team members, and to leadership.  Responsible for providing task-related input and timelines for team delivery roadmaps and solution estimations. (20%)

Responsible for providing input for system security controls and participating in periodic (annual or otherwise) audit-related processes. Responsible for participating in departmental/team interview sessions and providing session feedback to hiring panel.  Responsible for providing analysis, review, and input on system needs and recommendations. (15%)

Performs knowledge transfer/knowledge sharing sessions for other team members. Assists IT Administrative Applications Director of Operations with team member system access, onboarding to applications and databases, and other duties as required. (15%)

Develops and provides routine status reports to IT Administrative Applications Director of Operations. Responsible for the creation and maintenance of other team process documentation, as needed. (10%)

Knowledge of Microsoft 365 Power Platform and SharePoint Online

Knowledge of application development in the Power Platform.

Knowledge of agile software development methodology.

Initial Screening Criteria:

Graduation from a four-year college or university with major coursework in business or a related field. Experience may be substituted for the required education on a year-for-year basis up to four years.

Candidate has a minimum of 6 (six) years of IT experience supporting and developing a combination of Microsoft SharePoint and Power Platform applications.
Candidate has a minimum of 3 (three) years of experience working directly with Microsoft Power Platform.

Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.
