The Massachusetts Department of Public Health (DPH) is seeking a dynamic and experienced leader to join the Safety, Security & Emergency Management unit at Lemuel Shattuck Hospital (LSH), a safety-net hospital dedicated to serving some of the Commonwealth's most vulnerable and historically underserved populations.
The Safety, Security & Emergency Management unit is responsible for maintaining a safe, secure, and resilient healthcare environment while ensuring operational continuity across LSH's two campuses—Jamaica Plain and the East Newton Pavilion. As the hospital advances through a significant period of organizational transformation and campus transition, the unit plays a vital role in protecting critical infrastructure, managing complex security risks, strengthening emergency preparedness, and supporting continuity of operations.
This position offers a unique opportunity to provide strategic leadership during a pivotal time for the organization. The successful candidate will oversee initiatives that enhance safety and security through comprehensive policy development, emergency management planning, technology integration, staff training, and cross-functional collaboration. Working in a dynamic healthcare environment with evolving operational and security challenges, this leader will help shape the future of the Safety, Security & Emergency Management program while advancing LSH's mission of delivering safe, high-quality care to the communities it serves.
Please note: 8-4pm Monday - Friday with weekends off
Duties and Responsibilities (these duties are a general summary and not all inclusive):
Lead and oversee all safety, security, emergency management, and regulatory compliance activities, ensuring continuous operational readiness and adherence to applicable federal, state, and accreditation requirements, even in a dynamic environment with competing priorities and evolving operational demands.
Foster strong relationships and communicate effectively with employees, leadership, clinicians, support services, and external partners across all organizational levels to promote a culture of safety, security, emergency preparedness, and regulatory compliance.
Develop, implement, and continuously improve a comprehensive Emergency Management Program that aligns with regulatory requirements, accreditation standards, industry best practices, and the operational needs of a complex healthcare environment.
Coordinate safety, security, and emergency preparedness activities with external service providers and partner organizations operating throughout the hospital and campus, ensuring consistent application of hospital policies, emergency procedures, and compliance standards across affiliated and contracted programs.
Build and maintain collaborative partnerships with local, state, and public safety agencies—including law enforcement, emergency management, fire services, and other government partners—to support emergency planning, incident response, and campus security operations.
Plan and coordinate hospital security operations for large-scale public events and community activities occurring in proximity to the hospital campus, ensuring continuity of operations, effective traffic and crowd management, and the protection of patients, visitors, staff, and critical infrastructure.
Develop and implement security strategies appropriate for a highly accessible urban healthcare campus, emphasizing risk mitigation, situational awareness, access control, perimeter security, and coordinated incident response.
Provide oversight and operational support for correctional healthcare services located within the hospital, ensuring secure movement, controlled access, coordinated emergency response, and compliance with applicable healthcare and correctional standards.
Coordinate safety and security operations within a complex, multi-agency healthcare environment involving the Massachusetts Department of Public Health, Department of Mental Health, Department of Correction, contracted service providers, and community partners, ensuring consistent policy implementation and seamless operational coordination.
Establish and maintain productive working relationships with hospital leadership, security personnel, regulatory agencies, emergency responders, community organizations, and contracted partners to promote a safe, secure, and resilient healthcare environment under both routine and emergency conditions.
Preferred Qualifications:
Thorough knowledge of the principles, policies, and processes of the Massachusetts Department of Capital Asset Management and Maintenance (DCAMM), public construction, capital project delivery, and public procurement requirements, including Office of the Inspector General (OIG) public contracting guidelines.
Comprehensive knowledge of healthcare regulatory and accreditation requirements, including The Joint Commission, Centers for Medicare & Medicaid Services (CMS), National Fire Protection Association (NFPA) codes and standards, Environment of Care (EOC) standards, Life Safety Code requirements, Hospital Incident Command System (HICS), and applicable federal, state, and local regulations.
Knowledge of industrial safety, occupational safety, industrial hygiene, life safety, and risk management principles as applied within complex healthcare environments.
Experience managing construction, renovation, or capital improvement projects, preferably within hospitals or healthcare facilities, including coordination of design, construction, regulatory compliance, and operational continuity.
Understanding of Commonwealth procurement laws and procedures related to construction, supplies, equipment, and materials.
Demonstrated ability to interpret, apply, and communicate complex healthcare codes, regulations, standards, and compliance requirements.
Strong project management, organizational, and analytical skills, with the ability to prioritize multiple initiatives, manage competing deadlines, and lead projects to successful completion.
Excellent verbal and written communication skills, with the ability to effectively engage executive leadership, staff, contractors, regulatory agencies, vendors, and external stakeholders.
Demonstrated leadership, facilitation, and consensus-building skills, with the ability to collaborate across multidisciplinary teams and foster an inclusive, respectful work environment.
Strong critical thinking and problem-solving abilities, using sound judgment and data-driven decision-making to identify risks, evaluate alternatives, and implement effective solutions.
Proficiency with Microsoft Office 365 applications, including Word, Excel, Outlook, PowerPoint, Teams, OneDrive, and Planner, as well as experience developing reports, databases, dashboards, and spreadsheets.
Massachusetts Construction Supervisor License.
MCPPO designation in Building Construction or Construction Management.
Professional trade license in plumbing, electrical, HVAC, or a related building systems discipline.
FEMA Incident Command System (ICS) 100, 200, and 300 certifications.
Minimum of five (5) years of experience managing construction or capital projects within a hospital or healthcare facility.
About the Lemuel Shattuck Hospital: Lemuel Shattuck Hospital is a fully Joint Commission accredited teaching facility that provides acute, subacute, and ambulatory care to patients referred by public agencies and private sector providers. Shattuck Hospital’s services help economically and socially disadvantaged patients to get high quality, cost-effective care from a staff that respects their dignity.
Located in the heart of Boston’s Jamaica Plain neighborhood, the Shattuck Hospital includes 248 inpatient beds including 95 Psychiatric beds and 29 Correctional Health beds.
In addition, the Shattuck has a full outpatient clinic with many specialties that offers treatment to patients of the Department of Mental Health as well as Department of Correction and House of Correction inmates and community patients.
The Shattuck hospital is on the forefront of substance use disorder treatment including a Suboxone clinic serving 200 patients. In addition to direct medical services LSH hosts and supports an array of services located on the campus, serving patients struggling with addictions and homelessness.

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:

Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines.
