Position Summary:
GLIDE's Health Empowerment & Access Team (HEAT) programs are at the forefront of innovative and collaborative approaches in San Francisco. The Health Systems Program Manager, under the supervision of the Assistant Director of Health Services, supports GLIDE’s integrated HIV, HCV, and STI screening and prevention services. This role ensures clinical excellence, regulatory compliance, and data-driven quality improvement across all testing operations. This role coordinates and supervises testing events with GLIDE staff and other community partners such as San Francisco's Department of Public Health (SFDPH), SF AIDS Foundation and others.This position is responsible for the entire prevention-to-quality cycle: direct participant counseling and sample collection, chain of custody and inventory management, audit preparation and contract reporting, and supervision of interns and testing staff.
Working at the intersection of harm reduction and public health accountability, the Manager ensures that GLIDE meets all SFDPH, HIPAA, and contractual obligations while maintaining culturally humble, low-barrier services for people who use drugs (PWUD), people experiencing homelessness, and other marginalized populations.
\nEssential Duties and Responsibilities
Oversee QA process and chain of custody for all testing forms and laboratory requisitions.
Train new staff on how to complete testing paperwork and support corresponding database entry and communicate new testing protocols and ensure adherence.
Lead evaluation activities and provide programmatic support during monitoring periods.
In coordination with the Asst. Director of Health Services, prepare and draft reports for audits by contract funding entities.
Collect appropriate samples, run rapid HIV/HCV tests, external controls, and complete all required paperwork. Run QA on all STI, HIV/HCV testing paperwork for SFDPH & SF AIDS Foundation.
Provide HIV, HCV, and STI risk reduction counseling, risk assessment, and disclosure sessions, and document and report new HIV/HCV/STI positives to SFDPH.
Update daily temperature logs, run monthly controls, and submit monthly test batches and reports to appropriate partners.
Manage ordering, invoicing, and inventory of testing and phlebotomy supplies, and monitor all perishable medical supplies for expiration.
Collaborate with the Compliance and Impact (C&I) team on data management, reporting, and evaluation.
Coordinate GLIDE staff for testing events, manage the testing calendar/staff scheduling, and collaborate with community partners to maintain and expand our community reach, including soliciting new venues for testing.
Lead and oversee special events to promote testing, linkages to care, health and wellness, prevention education, etc., (includes Project Homeless Connect Community Day of Service, Street Health and Wellness Fairs).
Attend city-level community testing coordination meetings (SFDPH) and care-coordination meetings with stakeholders.
Adhere to professional boundaries and standards. Understand and follow basic ethics, values and principles of clinical regulatory practices.
Adhere to all laws and requirements regarding HIPAA, confidentiality, child/adult protective services, contractual agreements, etc.
Assist with other HEAT Programs activities, including syringe access services (SAS) and other provision of safer use supplies, street outreach, and community-based pop-up events.
Qualifications
2-3 years of equivalent work experience providing HIV/HCV/STI prevention education, phlebotomy, and/or testing to similar populations, OR equivalent combination of education (bachelor’s degree in public health or related field) and direct service experience.
Minimum of 2-3 years of supervisory experience in a clinical, public health, or community-based setting, including direct oversight of full-time staff.
Experience supervising staff in a unionized environment.
Current California State Phlebotomy Technician I (CPT-1) certification or ability to obtain within 6 months of hire.
CA Rapid HIV/HCV Test Counselor or ability to obtain within 6 months of hire.
Basic Life Support (BLS) certification required within 3 months of hire.
Demonstrates understanding of Harm Reduction as a public health model for social justice.
Familiarity with social determinants of health (SDOH) and how they impact people experiencing homelessness and other marginalized populations.
Strong communication skills and the ability to build rapport/trusting relationships with diverse populations to facilitate sharing of personal health data and other confidential information.
Experience with venue-based testing and street-based settings (mobile testing, SROs, health fairs).
Experience working with people who use drugs (PWUD) and people living with HIV/HCV.
Knowledge of motivational interviewing techniques, counseling principles, and health education.
Comfortable working in an environment with potential exposure to bloodborne pathogens (with appropriate PPE).
Experience coordinating, implementing, and evaluating service delivery with community providers.
Ability to implement Health Access / Harm Reduction Program objectives and activities; analyze and collect data and prepare reports.
Ability to work independently in a fast-paced environment and exercise sound judgment.
Excellent attention to detail, flexibility, and adaptability.
Demonstrates cultural humility and ability to work effectively across cultures.
Valid California Driver’s license in good standing required.
Experience and skills that are a plus:
Experience with CLIA-waived and moderate complexity testing in an outpatient setting.Experience facilitating mobile testing, SROs, health fairs, and health access special events.Bachelor’s degree in public health, clinical laboratory science, or related field.
Bilingual in English and Spanish, Cantonese, Russian, or ASL.
