Responsibilities

Noblis is positioned to provide technology and operational solutions to senior decision makers in the Department of Homeland Security (DHS) in the Science and Technology (S&T) Directorate. The DHS S&T Directorate is the primary research and development arm of DHS and manages science and technology research, from development through transition, for the Department's operational components and first responders. Established by Congress to provide innovative solutions to the nation's homeland security challenges, S&T is the core source of scientific and engineering expertise for DHS and is uniquely postured to enhance our nation's security and resilience by providing knowledge products and innovative technology solutions for the Homeland Security Enterprise (HSE).

The Senior Program Analyst – Interagency will provide strategic, analytical, and program management support to the Department of Homeland Security’s (DHS) Science & Technology Directorate (S&T)’s interagency branch. DHS S&T coordinates with the interagency to align R&D requirements, reduce duplication of effort, and increase return on investment across the global Homeland Security Enterprise.

 

This position will support portfolio-level engagements by providing project management, facilitation, and relationship management. The role requires engaging across S&T, DHS, and USG partners to understand customer needs; analyzing technology requirements and agency capabilities; and developing engagement recommendations across DHS mission areas. The senior program analyst will facilitate complex interagency coordination, navigating federal relationships and agreement structures to enable cost-sharing programs and staff exchanges.

 

The successful candidate will be self-motivated, operate well in a matrixed environment, effectively manage competing priorities, and be able to represent S&T’s priorities and needs to a wide range of audiences – distilling complex technical concepts into clear, actionable recommendations for diverse interagency stakeholders.

 

This is currently a hybrid position with a blend of on-site and remote work, requiring staff to be on-site at the DHS S&T client site in Washington D.C. as needed. Applicants must be able to regularly commute to Washington D.C.

 

Responsibilities include, but are not limited to:

• Aggregating and synthesizing knowledge of USG agencies and data to inform decisions, analyses, and recommendations across S&T mission areas.
• Providing strategic perspective on high-priority RDT&E efforts across the Homeland Security Enterprise.
• Engaging with S&T, DHS, and USG partners to assess customer needs and develop engagement recommendations aligned with DHS mission areas.
• Analyzing cross-government priorities, authorities, and interagency R&D resources to increase return on investment of S&T budgets.
• Integrating diverse operational and technical perspectives to support the development of cohesive, cross-mission science and technology programs.
• Maintaining liaison relationships across USG agencies to facilitate coordination and information sharing.
• Representing S&T at interagency meetings and events as directed by senior leadership.
• Developing status reports, briefings, and read-ahead materials; organizing and coordinating meetings, discussions, and seminars.
• Managing multiple concurrent customer engagements and priorities, including responding to quick-turn requests.
• Facilitating meetings and preparing clients for leadership and interagency briefings.
• Supporting the development and coordination of interagency agreements, cost-sharing arrangements, and staff exchange mechanisms.

Required Qualifications

 

• Advanced Degree with 5+ years of related experience or 10+ years of related experience. Preference for Degrees in Government, National Security, Public Policy, or a similar field.
• Eligibility to obtain a Top Secret Clearance and DHS Suitability determination.
• Strong written and verbal communication skills, with the ability to clearly articulate complex technical information to a variety of audiences.
• Excellent interpersonal and relationship-building skills with the ability to work effectively with a diverse range of stakeholders, both domestic and international.
• Experience with interagency coordination mechanisms, including interagency working groups, MOUs/MOAs, interagency agreements (IAAs), or Economy Act orders. 

Desired Qualifications

 

• Experience supporting USG RDT&E programs, including program management, partner coordination, or strategic planning across research, development, or operational mission areas.
• Understanding of current global security threats and homeland security priorities.
• Experience providing strategic guidance and advisory support to government leaders.
• Experience providing direct or consultant support to major programs or system development efforts, preferably supporting national security.
• Demonstrated ability to independently develop and execute project plans with minimal oversight.
• Track record of clear, consistent communication with program managers and senior leadership.
• Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments and processes.
• Experience supporting DoD, Department of State, DHS, or interagency organizations (e.g., OSTP, NSC, IARPA, or DHS components such as CBP, USCG, ICE, CISA).
• Familiarity with federal R&D budget processes, including PPBE or similar planning and programming frameworks.
• Proficiency with Microsoft Office (especially PowerPoint, Excel, and Project).
• Active Top Secret clearance (SCI preferred) and current DHS Suitability are strongly preferred.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
