This is a rare opportunitytowork acrossNoblis’ customers and bring togethernovel solutions toaddresssome of ourcountry’smostenduringchallenges.TheChief Engineeris a senior cross-portfolio role that leads the technical solutioning for engineering challenges across surveillance business pursuits. Theroleprovides strategic technical oversight and subject matterexpertiseasrequiredfor critical customer programs within the portfolio.
The Chief Engineer reports to Noblis’ Chief Technology Officer and collaborates across Noblis in technical solutioning for “must-win” corporate pursuits, providing expertise for the requirements analysis, functional analysis and allocations, systems architecture and design, technical management, technology development, and technical review of vendor solutions. The Chief Engineer will demonstrate a thorough technical understanding of cross-agency surveillance needs and will serve as an expert in overseeing Noblis strategy in this space.
The Chief Engineer is a proven leader in collaborating and building partnerships across government, academia, and the private sector and in technical staff recruiting, mentorship, and retention. They are responsible for proactively identifying and evaluating near-, mid-, and long-term technologies advancements and associated research and/or technology investment consistent with customer strategic vision and roadmap. With the CEO, CTO, Mission Area Vice Presidents, Division Directors, and Business Development Leaders, the Chief Engineer helps assess and set the Noblis Team’s strategic technical direction. The role may also shape the direction of science and technology by developing next generation solutions as a fellow via strategic relationships with clients, shaping direction of a Noblis center of excellence or research center and contributing through publications and/or patents aligned to business needs.
Key Roles
Anticipate and sharetechnology advancements with staff on technical issues, reporting new technologies and their potential use on development and ongoing engineering initiatives and relevant pursuits.
Providetechnical leadership for Noblis’portfolio of surface and space-based surveillance programs.
Engage with customers’senior executives toshape Noblis’ client impact in the domains ofsurveillanceand radar.
Assist in technical engineering staff recruiting, development, and selection.
Identify opportunities for new research and development activities in various engineering-related areas and disciplines (i.e., Digital Engineering, Digital Twins, Model Based Systems Engineering).
Conductpeer reviews of technical papers, proposals, and conference presentations.
In support of the Mission Areas, review, track and monitor risk identification, mitigation and closure across all technical engineering activities and assist in the development of mitigation strategies through the life of the project.
Key Responsibilities
Lead the technical solutioning for engineering challenges across major opportunitiesand customer programs.
Act as technical liaison to customer organizations to ensure the validation of solution requirements throughout capture and execution of critical programs.
Provide technical review of key programs and deliver recommendations on solutions, resources, and key investments.
Conduct peer review of technical documentation, including technical papers and conference presentations.
Serve as conduit and connection to state-of-the-art engineering research for application across Noblis.
Review technical engineering progress across the Mission Area and advise on course correction or change.
Contribute to the recruitment, hiring, development, and retention of engineering talent.
Coordinate efforts and evaluate opportunities for collaboration between scientists and engineers across Noblis locations.
Required Qualifications
Master’s degree or higher in a relevant engineering field or discipline
Proven authority as Chief/Lead Engineer or equivalent on multi-disciplinary programs > $500 M.
20+ years of experience leading or supervising engineering teams and complex technical programs in defense and aerospace.
15+ years in large-scale aviation or aerospace system design—including at least one air traffic surveillance program delivered to operational use.
Expert knowledge of Air Traffic Control including policies, procedures, automation tools, human-system integration to keep the National Airspace System moving efficiently and securely.
Deep expertise in ground-based and space-basedsurveillance systems, surveillance data networks, automation/decision support, airspace operations research, avionics integration, or cyber-resilient architectures.
Demonstrated understanding of engineering principles and track record of contributing to business growth in the development of sound, technically viable engineering solutions
Excellent interpersonal and communication skills at an executive level.
Must be a U.S. Citizen.
Ability to obtain up to a TS/SCI level clearance
Desired Qualifications
Experience with AI/ML applications in surveillance or aviation systems
Familiarity w/ cloud-native system architectures and DevSecOps practices in DoD/FAA environments
Experience in working with stakeholders to create hiring strategies to develop quality engineering teams.
Experience working alongside and providing strategic guidance to engineers and technicians, approving designs, calculating costs, negotiating contracts, and executing plans safely and efficiently.
Published research or patents in surveillance, radar or aviation systems.
INCOSE ESEP certification or equivalent systems engineering credentials.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
