Minimum Requirements: Bachelor's Degree Required. The Job
World Vision is seeking a Chief of Party who will be primarily responsible for leading the timely, effective, and accountable implementation of numerous projects in high-risk, complex contexts. The Chief of Party bares primary leadership responsibility for the successful implementation of multi-country, multi-partner grant-funded projects including managing spending, operations and all other elements. The ideal candidate will have a proven track record of leading large organizations, building capacity of smaller organizations, and in general being responsible for leading a complex consortium with a high-level of US government involvement and oversight.
Responsibilities will include
Keep Christ central in individual and corporate life. Actively participate in and contribute to the spiritual disciplines of the organization (Christian conduct, chapel, prayer, worship, devotions, and leadership of devotions); incorporate WV Core Values into decisions within scope of role.
Leadership, Vision, and Strategy
Effectively implement the project vision; guide project operations, represent the project at high-level meetings and other events while actively and consistently engaged and connected with the key USG stakeholders to ensure alignment with USG expectations and priorities.
Provide overall leadership and strategic direction of international and national organizations in implementing a multi-country, humanitarian response consortium.
Management responsibility for consortium PMU staff and consortium member program staff, both direct and indirect.
Work closely with WVUS & WVI leadership, regional and national office technical staff to manage partners and related operations, risks, and other challenges.
Lead, plan, organize, and supervise consortium objectives, programs, and sub-grantees.
Ensure consortium governance, decisions, and actions remain in alignment with the terms and conditions of donor agreement; meet the expected technical quality standards to ensure strategic objectives and program results are accomplished.
Inspire a positive, collaborative organizational culture, work effectively under pressure, respond resourcefully to challenges, and accept responsibility for all actions, learning and course correction.
Ensure appropriate Consortium external representation. Serve as the primary point of contact with the donor and represent the project in high level donor engagement.
Consortium Management and Administration
Supervise and mentor a team of senior staff with skills across a diverse set of technical areas. Promote a culture of accountability, collaboration, learning, safeguarding, and continuous improvement. Ensure proper technical capacity of staff to manage complex donor funded projects.
Manage grant/project budget within approved spending levels and ensure accurate and timely financial reports.
Develops, manages and maintains relationships with all stakeholders.
Establish and maintain effective project reporting, evaluation, and internal and external communications. Submit timely accurate, and professional program reports that meet donor and internal World Vision requirements.
Responsible for adherence to World Vision and donor requirements on management of program funds and other resources for the program.
Works with project staff on the preparation and timely submission of narrative reports, financial reports, and supporting documentation to the donor.
Technical Program Delivery and Quality
Monitor and communicate programming impact and manage risks across initiatives and escalate as required
Ensures that projects are implemented, and monitors the achievement of results, ensuring compliance with project indicators.
Evaluate program effectiveness and determine corrective action needed to improve goal achievement by participating in and conducting rapid appraisals.
Oversees M&E PMU staff on design of MEL systems to track project performance and use learning from baseline, midterm and final evaluations in accordance with M&E donor requirements.
Ensures that program activities and approaches adopt best practices in participant accountability.
Ensures the selection, coordination and performance of sub-grantees to high standards, and addresses challenges as they arise.
Approve Monitoring Evaluation and Learning plans and indicators; ensure data quality, dashboards, after-action reviews, and a learning agenda if applicable.
Representation
Lead and facilitate engagement with the donor. Be the primary point of contact for the consortium, presenting the project, partners, and World Vision in such a way that the donor relationships remain strong.
Coordinate a diverse group of partners and external stakeholders to accomplish consortium goals.
Facilitate leadership and stakeholder engagement, including communication and information flow between initiative leads and leadership groups.
Acts as WV’s primary Consortium representative with internal stakeholders, including project partners/grantee recipients/consortium members.
Oversees communication strategies for the program in compliance with donor’s branding and marking requirements, as well as World Vision’s internal procedures.
Strengthens linkages with existing partners, and initiates and maintains linkages with potential partner agencies.
Promote an atmosphere of trust and mutual respect. Communicate World Vision's Christian ethos and demonstrate a quality of spiritual life that is an example to others. Contribute to the realization of our Christian organization’s mission, vision, and strategies.
Communicates and interacts effectively with people from other cultures, religions, geographies and organizations; respects and adapts to other cultures and seeks opportunities to learn about them to enhance relationships. Understands and respects different denominations and religious traditions.
