Position Summary
Responsible for planning, developing, organizing, and implementing court-wide human resource functions which include hiring, training, equal employment compliance, human resource database system management, policy development and implementation, employee advocacy, and employee activities.
Pay Grade: 59
Salary Commensurate with Experience and Education
Minimum Qualifications
Seven (7) years' experience in managerial capacity including responsibilities in HR administration, project management and control experience; AND
Bachelor’s degree in public or business administration, management or closely related field degree; OR
An equivalent combination of related education and/or experience.
SHRM certification or equivalent preferred.
Duties and Responsibilities
Responsible and accountable for defining, developing, organizing and directing all aspects of the human resources function to meet the Court’s strategic business goals. Responsible for developing proactive human resources practices in the areas of hiring, training, employee recognition, performance management, and employee relations.
Reviews, develops, modifies and enforces organizational policies and procedures to ensure compliance with Federal, State and local regulations.
Responsible for developing proactive employee relations to create and maintain a work environment with high morale, productivity, and safety.
Provides advice and consultation to senior management on issues relating to organizational effectiveness, employee development and performance management; counsel and coach management and employees on Court policies and procedures.
Maintains the Juvenile Court Personnel System by directing employees in the update of system on a daily and weekly basis to reflect personnel changes such as promotions, terminations, salary increases, etc. Provide ad hoc reports of statistical data to executive-level management personnel and recommended strategies to align with the Court’s human capital needs for continuous improvement.
Plans for development and implements internal and contracted training for Juvenile Court employees.
Investigates on-the-job injuries and reports findings to Risk Management; recommends corrective actions to improve safety in the workplace.
Reviews Court-wide disciplinary actions and investigates EEOC cases; initiates appropriate action; prepares documents and schedules administrative hearings for employees facing major disciplinary actions.
Directs staff in coordination of the new hire process including interviewing, pre-employment screening, criminal background checks and new hire orientation specific to Juvenile Court; in handling payroll processing, pay and position changes, and in coordinating employee information sessions to update employees relative to Shelby County programs, benefit changes, enrollment, etc. Oversees FMLA approvals and tracking as well as employee time-reporting.
Develops appropriate recognition and rewards programs for employees’ court-wide; coordinates the Suggestion Program and implementation of suggestions that are approved.
Conducts exit interviews and develop changes in work areas to increase productivity and safety.
Performs related responsibilities as required.

Knowledge of modern management techniques and the ability to apply them in directing work of others.
Strategic thinking with strong analytical and project management skills.
Knowledge of the principles and practices of organizational management and public administration.
Ability to develop masterwork plans and objectives, work force projections, and identify problems plus ability to monitor and modify as required.
Ability to prepare budgets, financial reports and cost analyses
Ability to communicate effectively with executives, Elected Officials, the public, employees and other departments in Shelby County Government.
Ability to manage department operations and assigned personnel effectively and in a cost-efficient manner.
