About the Project

Transport for London (TfL) has awarded Indra a long-term contract to operate, develop, enhance and expand ticketing and access control systems across London’s transport network through to 2034, with extension options to 2039.

This programme covers the maintenance, operation and evolution of a large-scale, complex ecosystem, including turnstiles, validators, ticket machines, sales terminals, back-office systems, payment gateways, IT infrastructure and cybersecurity that supports over 8.6 million daily journeys.

Therefore, Indra will become TfL’s strategic technology partner to guarantee the operation and evolution of the world’s largest and most sophisticated ticketing system. Following a transition period of approximately two years, Indra will serve as the sole provider across the network that includes more than 8,500 buses, nearly 400 Underground stations, around 300 rail stations (Overground, DLR, Elizabeth Line and suburban services), 4,000 Oyster Card outlets, seven customer service centres, and 24 river boat boarding points.

Drawing on over 30 years of experience in urban public transport solutions, Indra will manage and evolve all aspects of the system. The project also envisages, in partnership with TfL, the implementation of new technologies to develop the system, make it more efficient and automate key processes; in short, to jointly create the next generation of the ticketing system for London.

The Base Data Manager is responsible for leading data and configuration management activities, ensuring consistency, accuracy, and alignment with project and organisational requirements. The role combines technical oversight with team leadership, supporting delivery across multiple programmes and ensuring compliance with defined processes and standards. Working in collaboration with programme teams and key stakeholders, the position plays a central role in coordinating data-related activities, supporting audits, and driving continuous improvement in processes and tools.

Key duties include:

Leadership & Team Management

• Provide direction and guidance to the data and configuration management team, ensuring effective performance and alignment with objectives
• Set priorities, allocate resources, and support team development through coaching and training
• Contribute to workforce planning, including recruitment, performance evaluation, and capability development

Data & Configuration Management Oversight

• Oversee the accuracy, integrity, and timely delivery of configuration and project data across programmes
• Ensure that configuration changes are properly tracked, documented, and maintained throughout the lifecycle
• Supervise central data operations, including documentation management, archiving, and controlled distribution

Process & Governance

• Ensure alignment with internal quality and management processes, contributing to their review and continuous improvement where needed
• Approve key documentation such as data management and configuration plans, ensuring compliance with contractual and organisational requirements
• Support governance activities, including audits and reviews, ensuring that required standards are met

Project & Stakeholder Coordination

• Work closely with programme teams and customers to resolve data and configuration issues
• Support the coordination of configuration audits and ensure readiness for contractual deliverables
• Monitor and track project data deliverables, ensuring visibility of status, timelines, and feedback

Business & Operational Support

• Contribute to cost and technical input for proposals and new opportunities related to data management activities
• Support planning activities, including definition of tools, budgets, and resource needs
• Ensure that corrective and preventive actions arising from audits or reviews are effectively implemented

Background & Qualifications

Core Criteria

• Higher education qualification or equivalent practical experience in a relevant area
• Strong foundation in technical environments related to data, systems, or software

Additional Considerations

• Degree in an engineering or technology-related discipline
• Ongoing professional development in technical or management-related topics

Professional Experience

Leadership & Delivery

• Demonstrated experience managing or leading technical teams, with responsibility for delivery and outcomes
• Proven ability to engage with stakeholders and translate business needs into technical solutions
• Experience coordinating projects, balancing timelines, resources, and budget expectations

Technical Expertise

• Solid background in database concepts, including design and querying (e.g. SQL)
• Experience contributing to or overseeing technical solution design and development activities
• Strong understanding of software development environments and practices

• Ability to manage priorities across multiple activities while maintaining quality and accuracy
• Strong problem-solving skills, particularly in complex or evolving technical contexts
• Confidence in decision-making within project or operational environments
