Help build a stronger community through housing
At Jewish Care, we believe that safe, secure and affordable housing is fundamental to dignity, wellbeing and community connection. Every day, we work alongside individuals and families experiencing housing vulnerability, helping them access the stability and support they need to thrive.
We are seeking an experienced and values-driven Manager, Housing Operations & Support to lead the delivery of our housing services and ensure our housing portfolio operates safely, effectively and sustainably. The role oversees the day-to-day management of Jewish Care's housing portfolio, ensuring tenants and residents receive responsive, high-quality support while maintaining strong operational, compliance and service standards. This is an opportunity to make a genuine difference by leading a dedicated team and ensuring housing services remain accessible, responsive and focused on supporting people to remain connected, independent and engaged in their community.
About the Role
Reporting to the Deputy Director, Disability & Social Services, you will be responsible for the effective management of Jewish Care's housing program, consisting of approximately 80 properties. You will ensure the housing portfolio operates efficiently, safely and in accordance with all legislative, regulatory and funding requirements. You will oversee tenancy management, resident support coordination, property maintenance, compliance, risk management, reporting and continuous improvement activities. Working closely with tenants, residents, staff, contractors and community partners, you will ensure the delivery of high-quality housing services that promote stability, dignity and wellbeing.
This role requires a hands-on operational leader who can balance service quality, compliance, financial sustainability and people leadership while maintaining a strong focus on tenant outcomes.
What You'll Do
Lead the day-to-day operation of Jewish Care's housing portfolio, including social, community and disability housing services.
Ensure housing services are safe, compliant, tenant-focused and financially sustainable.
Oversee tenancy management, resident support pathways, occupancy and allocations processes.
Monitor program performance, service quality, risks, occupancy levels and resident outcomes.
Manage property maintenance, contractor relationships and housing-related service issues.
Ensure compliance with relevant legislation, funding agreements and organisational requirements.
Prepare and monitor operational reporting, budgets and performance measures.
Lead continuous improvement initiatives that enhance service delivery and tenant experience.
Work collaboratively across Jewish Care to support integrated service responses for clients with complex needs.
Lead and develop a committed team focused on quality service delivery, accountability and positive resident outcomes.
About You
You are an experienced operational leader who is passionate about delivering high-quality housing and community services. You are practical, collaborative and committed to ensuring people receive safe and responsive services that improve their wellbeing and quality of life.
You will bring:
Senior leadership experience in housing, community services, disability services or a related sector.
Strong operational management and people leadership capability.
Experience managing tenancy, housing, residential or community-based services.
Knowledge of compliance, quality, risk and reporting requirements.
Strong stakeholder management and relationship-building skills.
Financial and budget management experience.
A commitment to social justice, inclusion and community wellbeing.
Excellent communication, problem-solving and decision-making skills.
The ability to lead teams through change while maintaining service quality and performance.
Why Jewish Care?

As Manager, Housing Operations & Support, you will have the opportunity to:

Lead a well-established housing program that supports vulnerable members of the community.
Work alongside passionate and dedicated colleagues.
Champion service excellence, quality and continuous improvement.
Be part of an organisation that puts people, dignity and belonging at the centre of everything it does.
