Brief Job Description:

Manager IV in Vital Statistics Section works under limited supervision of the Amendments and Issuance Branch Director, with moderate latitude for the use of initiative and independent judgment. Performs highly complex managerial work overseeing the daily operations and activities of the Amendments Group, comprised of Managers, Program Specialists, and Customer Service Representatives. Manages day-to-day activities in vital records, vital statistics, and customer service. Confers with executive management to develop strategic plans and long- and short-term goals for the department. Oversees special investigations, program analyses, research studies, and internal audits. Oversees the implementation of changes resulting from new legislation.

Oversees the preparation of weekly management and productivity reports and studies related to the Amendments Group. Acts as liaison regarding legislative, media, and public inquiries on vital records. Acts as liaison and provides consultation and technical assistance to customers and stakeholders including local registrars, county clerks, funeral directors, birth registrars, midwives, doctors, and justices of the peace. Advises and consults with the Amendments and Issuance Branch Director on non-standard applications or inquiries on vital records and vital statistics.

Establishes goals and objectives, develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities. Manages staff development, activities, and personnel matters. Assesses and provides training, curricula, methods and materials to meet production goals and program objectives. Provides input in the development of policies and procedures, and monitors compliance with policies and procedures. Provides advanced technical expertise and consultation regarding questions related to vital records, vital statistics, and customer service. Identifies areas of needed change and makes recommendations to improve operations. Prepares management and productivity reports.

Maintains an understanding of Texas statutes, policies & procedures, rules & regulations and provides guidance to staff. Manages processing of Vital Records, work relating to Texas Statutes, and Rules & Regulations for administrative staff, the public, local registrars & governmental officials, and issuance of verification or certificates of vital records. Handles Legislative contacts & analysis of Legislative bills. Provides ongoing monitoring, review, & evaluation of Vital Statistics case management operations, to ensure compliance with all laws and regulations.

Essential Job Functions (EJFs):

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

35% Manages activities of Amendments Group staff which include providing direct assistance to customers by disseminating complex technical information via telephone, direct contact, E-mail or correspondence; reviewing, evaluating, and making technical decisions regarding vital records; and ensuring compliance with Texas statutes, rules, regulations, policies and procedures. Oversees preparation of productivity and management reports and studies. Oversees Amendments Group special investigations, research studies, and internal audits which include fact gathering and documenting information; researching the issue/situation; conducting interviews/meetings and making recommendations. Establishes goals and objectives, schedules, and evaluation activities for the Amendments Group.

30% Directly supervises a multidisciplinary Amendments Group staff. Supervision includes screening, interviewing and hiring positions, assigning work, developing performance standards, completing performance evaluations, and counseling, recommending personnel or disciplinary actions and leave approvals. Manages staff development to ensure and encourage high standard of work output. Works on continuous process improvement in assigned work areas.

25% Advises and consults with the Amendments and Issuance Branch Director on non-standard applications or inquiries on vital records and vital statistics. Advises the Amendments and Issuance Branch Director on production status and program development of Amendments Group activities on a regular basis and recommends procedures for more effective utilization and/or corrective actions. Handles legislative, media, and public inquiries. Represents the business functions of Vital Statistics at meetings, hearings, trials, conferences, and seminars, or on boards, panels, and committees.

10% Performs other related duties, as assigned. Performs duties in the absence of the Amendments and Issuance Branch Director. Other duties as assigned may include actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or COOP activation. Such participation may include an alternate shift pattern assignment and/or location. 

Knowledge, Skills and Abilities (KSAs):

Knowledge of:

Specialized knowledge of vital statistics statutes, rules, security policies, program software, and public health initiatives related to the issuance of and/or correction to vital records.

Initial Screening Criteria:

Four years’ experience interpreting local, state, and federal statutes, policies and procedures, or rules and regulations.

Four years’ experience working with highly confidential or Vital Records.

Four years’ experience communicating verbally and in writing with diverse professionals, customers, government officials or the general public.

Four years’ work experience developing reports and presentations using Microsoft Word, Excel, Visio, PowerPoint. 

Additional Information:

This position is required to be on-site and to ensure business continuity, daily attendance is key.
