SIRIS is seeking an experienced Project Manager to support an Electronic Health Record Modernization (EHRM) program at the VA Medical Center in Bath, New York. The Senior Project Manager will serve as the Owner's Representative, providing strategic leadership and oversight on behalf of the Department of Veterans Affairs while managing complex healthcare construction projects within an active medical facility.
The Project Manager will assist in monitoring project performance related to budget, schedule, quality, safety, risk management, and contract compliance while collaborating with contractors, architects, engineers, government stakeholders, Contracting Officer Representatives (CORs), and facility personnel.
This position requires a strong understanding of construction management principles, federal construction processes, and the unique challenges associated with performing construction activities in occupied healthcare environments.
Who Will Succeed in This Role
The ideal candidate is an experienced construction professional with 10 or more years of progressively responsible project management experience managing large, complex federal healthcare or institutional construction programs.
Successful candidates will have demonstrated experience with:
Leading large-scale federal construction projects for the VA, DoD, USACE, GSA, or other federal agencies.
Acting as an Owner's Representative overseeing multiple contractors, design teams, and government stakeholders.
Healthcare construction within occupied hospital environments.
Electronic Health Record Modernization (EHRM) initiatives.
Utility infrastructure modernization and facility upgrades.
Mechanical, Electrical, Plumbing (MEP), fire protection, and special systems.
Construction scheduling utilizing Critical Path Method (CPM) and Integrated Master Schedules (IMS).
Project controls including schedule analysis, earned value concepts, cost forecasting, and risk management.
Contract administration, claims management, and change order negotiations.
Executive-level reporting and stakeholder communication.
Leading multidisciplinary project teams while managing competing priorities.
Key Responsibilities
Project Leadership & Owner's Representation
Serve as the Owner's Representative for the Department of Veterans Affairs throughout all phases of project execution.
Provide leadership and strategic oversight for assigned healthcare construction projects.
Ensure project execution aligns with contract requirements, VA standards, project objectives, and organizational priorities.
Lead coordination efforts among contractors, architects, engineers, facility leadership, government representatives, and end users.
Develop and maintain strong working relationships with all project stakeholders.
Construction Management
Oversee construction activities to ensure compliance with approved drawings, specifications, schedules, budgets, and quality standards.
Monitor contractor performance and proactively resolve construction issues.
Lead construction progress meetings and provide recommendations regarding schedule recovery, risk mitigation, and project execution.
Review contractor submittals, Requests for Information (RFIs), change requests, schedules, commissioning documentation, and closeout packages.
Evaluate project performance and recommend corrective actions when necessary.
Program & Project Controls
Lead project controls activities including cost management, schedule management, forecasting, and risk analysis.
Review and analyze contractor baseline schedules and monthly schedule updates.
Monitor project milestones, critical path activities, and recovery plans.
Analyze budget performance, cost trends, earned value metrics, and financial forecasts.
Identify project risks and implement mitigation strategies.
Financial & Contract Management
Oversee project budgets and financial performance.
Review contractor pay applications, change orders, contract modifications, and claims.
Monitor contract compliance and ensure adherence to federal acquisition requirements.
Support negotiations involving scope changes and project modifications.
Provide financial reporting and recommendations to project leadership.
Quality Management
Ensure implementation of Quality Assurance and Quality Control programs.
Monitor compliance with contract requirements, construction standards, and VA design criteria.
Review commissioning documentation, testing reports, inspections, and turnover documentation.
Ensure deficiencies are identified, tracked, and resolved.
Executive Reporting
Prepare executive-level briefings, dashboards, status reports, and presentations.
Provide timely updates regarding project budget, schedule, risk, safety, and quality.
Communicate effectively with senior government leadership, program managers, and executive stakeholders.
Strong understanding of construction means and methods.
Experience reviewing construction documents, specifications, design packages, and schedules.
Demonstrated success managing projects from planning through closeout.
Exceptional written, verbal, and executive communication skills.
