Leverage deep technical expertise and servant leadership to guide cutting-edge, global technology programs, driving measurable business outcomes, operational excellence, and innovation in a dynamic, fast-changing environment.
As a Lead Technical Program Manager in the Commercial & Investment Bank, you will lead the end-to-end delivery of complex, cross-functional technology initiatives that advance firmwide priorities. You will translate strategy into executable roadmaps, align stakeholders across product, technology, and operations, and ensure disciplined governance across scope, schedule, budget, risk, and dependencies. This role also includes a Chief of Staff component, partnering closely with senior leadership to strengthen strategic planning, execution management, communications, and operating rhythm. You will also provide Agility program oversight, promoting consistent agile ways of working, delivery transparency, and continuous improvement across portfolios and teams.
Job responsibilities
Develop and execute comprehensive program plans incorporating technical requirements, milestones, dependencies, resourcing, and timelines to deliver outcomes on time and at quality.
Partner with leaders and product/engineering to define program scope, objectives, success metrics, and operating plans that align to business priorities and technology strategy.
Identify, quantify, and mitigate risks; proactively address roadblocks; and implement contingency plans to sustain momentum while meeting control expectations.
Support resource planning and budget management, ensuring delivery discipline and effective utilization across teams, vendors, and partners.
Drive alignment across cross-functional stakeholders, influencing decision-making and resolving conflicts to achieve outcomes without relying on direct authority.
Champion agile delivery practices (team and portfolio levels), facilitate planning and retrospectives, remove impediments, and drive improvement through metrics and feedback loops.
Use data-driven analysis to assess program health, throughput, and outcomes; identify improvement opportunities; and implement optimizations to enhance predictability and effectiveness.
Establish and run leadership operating rhythms, prepare executive-ready communications, and ensure follow-through on strategic priorities in a Chief of Staff capacity
Promote consistent agile standards and reporting, support portfolio/PI/quarterly planning, and provide transparency on capacity, delivery, and cross-team dependencies.
Use enterprise-authorized AI capabilities within the work environment to accelerate program planning (e.g., consolidating inputs into integrated plans and executive-ready updates), validating outputs and handling data according to sensitivity requirements.
Promote reuse-first, AI-assisted practices for program governance and reporting, ensuring human review and alignment to delivery standards.
Required qualifications, capabilities, and skills
5+ years of experience or equivalent expertise in technical program management, leading complex technology projects and programs in a large organization.
Strong command of program management practices (planning, governance, RAID, dependency management, delivery metrics, and execution rigor).
Demonstrated experience using enterprise-authorized AI capabilities to support program management workflows, with strong validation habits and awareness of data sensitivity.
Advanced expertise establishing productive relationships and influencing outcomes across cross-functional teams and partners.
Proven track record managing high-performing teams and/or virtual teams in fast-paced, agile environments.
Demonstrated ability to break down business, technical, and operational objectives into structured plans, tasks, and measurable outcomes.
Preferred qualifications, capabilities, and skills
Portfolio governance exposure: Familiarity with portfolio management practices (financial reviews, forecasting, prioritization, and governance forums) and enterprise delivery controls.
Agile at scale: Experience supporting portfolio-level agility (PI/quarterly planning, dependency mapping, capacity planning, and delivery health metrics).
Communication strength: Demonstrated ability to synthesize complexity into crisp narratives and artifacts for senior leadership (briefings, updates, decision memos).
Tooling: Familiarity with enterprise portfolio management and agile tooling and reporting frameworks.
