Communication and Policy Manager

AstraZeneca Romania is recruiting a Communication and Policy Manager to support strategic communication, public affairs and policy engagement across priority therapeutic areas. The role will contribute to clear external positioning, meaningful stakeholder engagement and policy initiatives that support better patient access and a stronger healthcare environment in Romania.

Reporting to the Corporate Affairs Director, the role will be based in Romania and will work in close partnership with relevant business, medical, market access, legal, compliance and corporate affairs colleagues.

What you'll do:

Strategic communication and reputation

• Develop and implement communication plans that support corporate affairs, public affairs, market access and therapeutic area priorities.
• Prepare external communication materials, talking points, briefing notes, Q&A documents, media messages and institutional narratives.
• Ensure clear, consistent and compliant communication across external channels and stakeholder interactions.
• Support communication around healthcare partnerships, policy projects and therapeutic area initiatives.
• Contribute to proactive communication that explains the value of innovation, early diagnosis, patient access and health system sustainability.

Policy development

• Develop and implement policy initiatives relevant for AstraZeneca Romania therapeutic areas and strategic priorities.
• Translate therapeutic area priorities into policy objectives, stakeholder messages and engagement plans.
• Monitor legislative, regulatory, political and macroeconomic developments with impact on healthcare, reimbursement, innovation and patient access.
• Prepare policy briefs, position papers, consultation responses, stakeholder maps and institutional engagement materials.
• Identify opportunities for AstraZeneca Romania to contribute to healthcare policy debates in a compliant and constructive way.

Stakeholder engagement

• Map and prioritize stakeholders relevant for communication and policy objectives.
• Support engagement with government stakeholders, health authorities, medical societies, industry associations, think tanks, professional platforms and dedicated healthcare media platforms.
• Build and maintain relationships that support dialogue on healthcare policy, innovation and patient access.
• Prepare materials for policy meetings, roundtables, external presentations and institutional dialogues.
• Coordinate vendors and service providers involved in communication and public affairs projects.

Analysis and insights

• Carry out research into policy topics, healthcare system challenges, reimbursement environment, public health priorities and stakeholder positions.
• Turn external information into insights that support planning and decision making.
• Prepare summaries of relevant legislative, institutional and political developments.
• Track external trends that may influence the healthcare environment and company priorities.

Qualifications

• University degree in communication, public policy, political science, social sciences, legal studies, economic studies, marketing or a related field.
• Minimum 5 years of experience in communication, public affairs, policy, stakeholder engagement or project management.
• Good knowledge of the Romanian healthcare system, reimbursement environment and legislative process.
• Strong understanding of external stakeholders and their relevance for healthcare policy projects.
• Excellent written and verbal communication skills in Romanian and English.
• Good understanding of media, digital communication and social media.
• Experience in healthcare, pharmaceutical industry, public institutions, consultancy, professional associations or regulated sectors is an advantage.
