The Foundational Systems Engineering team anticipates a near-term need for a Staff SEIT Lead to perform 100% on-site work at the Linthicum, MD location. As a member of this team, you will have the opportunity to support efforts on both concept and product development to deliver key solutions to our customers. This position covers a wide variety of aspects within the Systems Engineering domain, including mission engineering, requirements, architecture, modeling and simulation, integration and test, verification, and validation, and many more!
What You’ll Get To Do:
The Staff SEIT Lead is responsible for directing the execution of the overall systems engineering, integration, and test (SEIT) effort on the program and is responsible for horizontal and vertical integration across all engineering elements of the program. The Staff SEIT Lead will ensure the integrity of engineering processes and timely development of core engineering work products. The Staff SEIT Lead will have Control Account Manager (CAM) responsibility, which comprises cost and schedule management for the SEIT work scope. The Staff SEIT Lead will interface with the Program Manager, Chief Engineer, System Architect, Engineering Program Manager, other engineering team leads, as well as the customer.
Lead technical management and execution of the SE team
Plan, execute, and close out program reviews and milestones (e.g., SRR, PDR, CDR, TRR, etc.)
Own the Systems Engineering content in the IMS and ensure that the content is correct, complete, achievable, and aligned with the program needs.
Define the system definition in a Model-Based Systems Engineering (MBSE) framework and ensure that the evolving model continues to comply with NG and customer expectations.
Ensure system technical compliance with the program Statement of Work (SOW), system requirements, and manage scope control of technical team.
Manage the vertical and horizontal technical integration throughout the product teams and program life cycle.
Ensure the project team has qualified staff to execute the program core functions, including analytic modeling, specialty engineering, skill/mode development.
Collect, manage, and report the program metrics and Technical Performance Measures (TPMs).
Collect and provide required data for Northrop Grumman MS program reporting on engineering performance.
Oversee configuration management of the overall Program Baseline.
Serve as the cost account manager for the systems engineering team.
Coordinate between the Chief Engineer, System Architect, EPM and Integrated Product Team Lead(s) to ensure the integrity and executability of the program technical baseline, including identification of technical debt and coordination of system/product componentry integration across the product teams.
Manage risk and opportunity and the production of core engineering work products and track the work products and associated program dependencies in the program schedule.
Serve as a primary technical interface with the customer for SEIT-related content.
Oversee the establishment and execution of the program lifecycle and work products.
Lead/support responses to proposal solicitations, including architecture definition, BOE generation, and written volume creation. As needed, articulate and execute proposal solicitations to potential subcontractors.
Act as primary technical working group lead and interface with external parties; managing contractor giver-receivers, track actions, and manage technical team interactions.
Drive process development, continuous improvement, and affordability initiatives within their associated programs.
This position is contingent upon contract award, the successful transfer of an active U.S Government Secret Clearance and Special Program Access (SAP).
Basic Qualifications:
Bachelor’s degree with 12 years of experience, master's degree with 10 years of experience or Ph.D. with 8 years of experience in Science, Technology, Engineering, Mathematics, or related technical fields; an additional 4 years of experience may be considered in lieu of a degree.
U.S Citizenship is required.
A active U.S Government Secret Clearance.
Ability to obtain Special Program Access (SAP).
Experience serving as a SEIT Lead, Chief Engineer, or Engineering Program Manager on developmental programs, overseeing initiatives from proposal inception through Critical Design Review (CDR).
Cost Account Management (CAM) experience, complemented by a solid working knowledge of Earned Value Management System (EVMS).
Proven ability to communicate effectively to both technical and non technical audiences—delivering compelling presentations to internal and external stakeholders—while demonstrating decisive technical leadership and sound judgment even when information is limited.
Preferred Qualifications:
Advanced degrees in Science, Technology, Engineer, or Mathematics or other related technical fields.
A active U.S Government Top Secret Clearance or higher.
Experience with airborne RF sensor systems, both active and passive.
Previous experience in leading geographically distributed team.
Demonstrated ability to define, integrate, apply, manage, and merge MBSE models, both at the local level and also to customer-specified models.
Previous success in program startup and program baselining activities.
Risk and Opportunity Management experience.
Understanding of DoD systems engineering requirements.
