About the FCA and team
We regulate financial services firms in the UK, to keep financial markets fair, thriving and effective. By joining us, you’ll play a key part in protecting consumers, driving economic growth and shaping the future of financial services in the UK.
Sitting within the Infrastructure & Exchanges Directorate, the Capital Markets Department helps shape the regulatory framework for UK capital markets, supporting market integrity, competition and growth across areas including primary markets, market abuse, wholesale cryptoassets and benchmarks.
You will join a collaborative team of policy specialists who develop evidence-based solutions to complex market challenges. Working closely with colleagues across the FCA, industry participants and other regulators, we encourage knowledge sharing, fresh perspectives and continuous learning.
The team leads on the FCA's Listing Rules and disclosure framework, broader capital-raising activities such as crowdfunding and sustainability and ESG disclosures. This provides a unique opportunity to help develop high-profile policy initiatives that help businesses raise capital, build confidence in UK markets and deliver positive outcomes for consumers

Lead and shape policy initiatives that support innovation and efficiency across UK wholesale markets, helping to deliver better outcomes for firms, investors and consumers during a period of significant market change
Partner with colleagues and stakeholders to develop, communicate and consult on policy proposals, gaining exposure to senior leaders and building productive relationships across the financial services sector
Collaborate across the FCA to bring together diverse experience, drawing on insights from Legal, Supervision, Market Oversight, Competition and Economics teams to develop effective policy solutions
Build trusted relationships with key UK and international regulatory partners, helping to guide decisions, shape policy thinking and support positive change across financial markets
Develop deep knowledge in primary markets, gaining unique insight into market developments and regulation while building skills and experience that support long-term career growth
Skills required
Minimum:
Prior experience of developing and delivering policy, with a clear understanding of UK policymaking and legislative processes and their practical application
Prior experience of policymaking within wholesale financial markets, with the ability to analyse complex issues and contribute to effective regulatory solutions
Essential:
Well-developed analytical skills with the ability to review complex information and data, identify key themes, draw evidence-based conclusions and develop effective policy solutions
Ability to prioritise competing demands, manage risks and deliver high-quality outcomes in a fast-paced environment
Clear verbal communication skills, with confidence presenting complex issues clearly to a range of audiences
Highly developed writing and drafting skills, with the ability to prepare policy materials that are clear, concise and effective
Ability to build and maintain effective relationships with senior leaders, regulatory partners and colleagues across all levels of the organisation
Effective project planning and organizational skills, with the ability to coordinate workstreams and deliver against agreed objectives and timelines
A collaborative and inclusive approach, with the ability to work effectively as part of a team and contribute to a positive team culture
Benefits
25 days annual leave plus bank holidays
Hybrid model where employees work a minimum of 40% in the office each month (expectation of 50% for senior leaders). Changing from September to a minimum of 50% in the office each month (expectation of 60% for Directors and Executive Directors)
Non-contributory pension (8–12% depending on age) and life assurance at eight times your salary

We enable a fair and thriving financial services market for the good of consumers and the economy.
We do this by:
- Regulating the conduct of approximately 50,000 businesses
- Prudentially supervising 48,000 firms
Our Head Office is based in London, and we have offices in Edinburgh and Leeds.
Firms and individuals must be authorised or registered by us to carry out certain activities. Before we grant authorisation, firms must demonstrate that they meet a range of requirements. We then supervise these firms to make sure they continue to meet our standards and rules after they’re authorised. If firms and individuals fail to meet these standards, we have a range of enforcement powers we can use.
