Position Summary: Reporting to the Chief Strategy Officer, the Assistant Commissioner for Accessibility & Equity will serve as DOT’s lead in promoting accessibility and equity as core priorities of the agency’s work throughout New York City. This role will coordinate and collaborate across all of DOT’s divisions to ensure inclusive and equitable practices are embedded within the agency’s policy, planning, design, operations, maintenance, and public engagement activities. The candidate will also advise the Chief Strategy Officer on any relevant intergovernmental, community, and legislative initiatives related to accessibility and equity, and collaborate with Borough Commissioners and other Senior Executive Staff regarding community outreach, interagency coordination, and political strategy.

Duties and Responsibilities: The candidate will be responsible for leading policy, program, or organizational initiatives, with an understanding of accessibility principles, ADA requirements, and inclusive practices. In this role, the candidate must demonstrate their ability to develop strategic plans, implementation roadmaps, KPIs, dashboards, annual reports, and performance management systems to ensure a legacy of success. They must have the ability to translate broad goals into measurable outcomes and advance organizational priorities. Extensive experience designing and leading meaningful public engagement efforts, particularly with historically underserved communities, people with disabilities, older adults, LEP communities, advocacy organizations, and community-based organizations is essential, as is experience facilitating difficult conversations and building consensus.

Leadership Qualities: Strong communication skills with experience engaging the public. The candidate must be comfortable handling media interviews, public meetings, presentations, testimony, and crisis communications. The candidate must be collaborative and politically astute, solution-oriented, and able to navigate competing priorities. The candidate must be an exceptional builder with credibility among a diverse set of community stakeholders and an inclusive leader who empowers staff and fosters innovation.

ADMINISTRATIVE CITY PLANNER - 10053

1. A baccalaureate degree from an accredited college and four (4) years of full-time experience in city planning, at least eighteen (18) months of which must have been in a managerial capacity; or

2. Education and/or experience which is equivalent to "1" above. However, a baccalaureate degree and eighteen (18) months of managerial experience in city planning is required of all candidates. Graduate work leading to an advance degree in city planning or related field may be substituted for up to two (2) years of the non-managerial experience on a year-for-year basis. Graduation from an accredited United States Law School may be substituted for two (2) years of non-managerial
experience."
