Position Summary
As the HR & Compliance Coordinator, you will support Cathay Express Transportation, Inc.'s people, compliance, and operating documentation processes across the organization. Reporting to the HR& Compliance Officer, this hands-on role supports hiring, onboarding, employee records, policy acknowledgments, training documentation, attendance and leave tracking, compliance files, payroll and supports MAS billing documentation follow-up. The position strengthens the connection between HR, compliance, operations, dispatch, customer service, and billing.

Cathay Express Transportation, Inc. is a Queens-based transportation provider serving patients, nursing homes, clinics, private organizations, healthcare partners, public agencies, and community transportation customers throughout New York City and New York State. The company provides non-emergency medical transportation, ambulette, wheelchair, stretcher, school bus, public transit, and related mobility services with a strong focus on safe, timely, reliable, and customer-centered service.
Cathay leaders are expected to manage through the Company's Five Operating Pillars: Safety, Service, People, Accountability, and Continuous Improvement. These principles guide daily decision-making, employee development, customer communication, operational performance, and continuous improvement across the contract.
Primary Duties and Responsibilities
HR Administration and Onboarding:
Support job postings, applicant tracking, interview scheduling, candidate communication, and onboarding coordination.
Coordinate background checks, references, work authorization, required forms, acknowledgments, and employee file setup.
Track orientation, training requirements, missing items, and new-hire readiness through completion.
Compliance and Employee Records:
Maintain organized employee records for management review, audits, client requests, and compliance follow-up.
Support tracking of 19-A, drug and alcohol, safety, training, policy, certification, and other compliance documentation.
Escalate missing, expired, incomplete, or inconsistent records to HR, Safety, Compliance, Operations, and leadership.
Attendance, Leave, and Employee Documentation:
Track callouts, lateness, attendance issues, leave requests, and related employee documentation.
Support sick leave, PTO, FMLA, corrective action documentation, investigation support, and employee follow-up.
Identify recurring attendance, documentation, or compliance trends that require management attention.
MAS Billing and Trip Documentation Support:
Review MAS, RouteGenie, dispatch, and operating records for missing or inconsistent trip documentation.
Track and follow up on NPUs, no-shows, refusals, standing orders, mileage issues, stretcher, wheelchair, and two-person assist documentation.
Coordinate with dispatch, customer service, drivers, operations, and billing to resolve documentation issues before billing or dispute review.
Payroll, Timekeeping, and Administrative Support:
Support payroll and timekeeping follow-up by reviewing missing punches, schedule changes, attendance notes, and manager approvals.
Maintain trackers for open HR, compliance, payroll, and billing-support items.
Prepare routine updates for leadership on open items, aging issues, documentation gaps, and recurring trends.
Other Duties:
Perform other duties as assigned to support safe, compliant, well-documented, and efficient operations.
Performance Expectations
Performance will be evaluated through timely onboarding support, accurate employee records, completion of compliance documentation, attendance and leave tracking, responsiveness to managers and employees, MAS documentation follow-up, billing-support accuracy, reporting quality, and the ability to move open items to closure.
Qualifications & Skills
Required Qualifications:
Minimum of two (2) years of HR administration, operations administration, compliance, billing support, transportation, healthcare, or related experience preferred.
Experience maintaining confidential employee, customer, billing, or compliance records.
Strong organizational skills and ability to manage multiple trackers, deadlines, documents, and follow-up items.
High school diploma or equivalent required; associate or bachelor's degree preferred.
Skills and Knowledge:
Strong computer skills, including Microsoft Word, Excel, Outlook, shared files, and digital tracking tools.
Ability to handle confidential information with professionalism, discretion, and sound judgment.
Strong communication skills with employees, managers, dispatch, billing, HR, compliance, and leadership.
Strong attention to detail with employee records, attendance documentation, trip documentation, and compliance files.
Preferred Experience:
Experience in NEMT, paratransit, school transportation, public transit, healthcare, or mobility operations.
Familiarity with MAS, RouteGenie, Medicaid transportation documentation, trip records, billing support, or denial follow-up.
Familiarity with onboarding, employee relations support, attendance tracking, leave documentation, policy acknowledgments, or compliance files.
Job Requirements
Must be at least 21 years of age.
Must be willing to submit to required background checks and comply with Company drug testing requirements.
Must be legally authorized to work in the United States.
Physical Demands
This position requires the ability to work on-site in a fast-paced office and transportation operating environment, sit and stand for extended periods, use a computer and phone system, communicate clearly, review detailed employee and trip documentation, and move through office, dispatch, and operating areas as needed. Proposed Hours + Travel
On-site, full-time based in Queens, New York.
Flexibility is required based on onboarding needs, compliance deadlines, payroll and billing cycles, audits, employee issues, and operational priorities.
Limited local travel may be required to support employee documentation, compliance files, audits, or operating locations.
