Under the general supervision of the Divisional Development Director, the Volunteer Program Manager supports community engagement through the development, implementation, oversight, and continuous improvement of a comprehensive volunteer management program for the Potomac Division. In collaboration with the Divisional Development Director, Corps Officers, Area Commanders, and divisional leadership, the incumbent establishes division-wide
volunteer management standards and serves as the subject matter expert for the Golden volunteer database. The incumbent provides Golden system oversight, develops operating procedures, creates volunteer management resources and training materials, and trains local volunteer staff to ensure consistent use of the system for volunteer recruitment, onboarding, scheduling, credential tracking, engagement, reporting, and recognition across the division.
Work in conjunction with Corps Officers, Area Commanders, divisional leadership, and local program staff to identify volunteer needs across the Potomac Division. Develop and maintain an annual Volunteer Service Project Catalogue that lists and describes volunteer opportunities,
service projects, and seasonal volunteer needs for Corps, Area Commands, Service Centers, and divisional programs.
Develop and implement a division-wide volunteer management framework to support local recruitment, onboarding, scheduling, engagement, and recognition efforts for ongoing and seasonal Salvation Army programs. Provide guidance, tools, and standardized resources to local
commands and volunteer staff to promote consistent volunteer management practices in alignment with applicable Salvation Army policies.
Develop curriculum, training materials, and standardized onboarding resources for volunteer orientation and local volunteer management processes. Provide Golden system training and procedural guidance to local volunteer staff, officers, and volunteer coordinators to ensure
consistent understanding of volunteer management expectations, safety requirements, documentation standards, and Golden database use.
Provide oversight and administration of the Golden volunteer database as the primary volunteer record management system for the Potomac Division. Establish standards and quality controls for the accurate and timely maintenance of volunteer profiles, service opportunities,
schedules, credentials, training records, service hours, and related volunteer activity. Maintain and review volunteer statistics for reporting purposes and provide analysis of volunteer engagement, service impact, and system utilization.
Develop, implement, and update volunteer policies, procedures, guidelines, and operating resources for the Potomac Division in alignment with Salvation Army, Territorial, and applicable program requirements. Provide technical guidance to Corps, Area Commands, Service Centers,
and divisional programs on volunteer onboarding, screening, role documentation, supervision, recordkeeping, and compliance expectations.
Serve as the divisional subject matter expert for the Golden volunteer database. Provide system oversight, user support, training, troubleshooting, and procedural guidance to Corps, Area Commands, Service Centers, and divisional staff to ensure the system is used consistently and
effectively for volunteer recruitment, onboarding, scheduling, credential tracking, engagement, reporting, and recognition.
Work will be performed in an office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like but not limited to the office environment due to travel to various locations.
