Job Duties

Make an Impact in Addressing Virginia’s Opioid Crisis

The Virginia Opioid Abatement Authority (OAA) is seeking a highly organized, customer-focused, and detail-oriented professional to serve as its Business Manager. This position plays a vital role in supporting the Authority’s mission to abate and remediate the opioid epidemic in the Commonwealth by ensuring efficient fiscal, administrative, and operational management.

The OAA is an independent authority governed by an eleven-member Board of Directors. Through grants, donations, and other financial support, the Authority funds efforts to prevent opioid misuse, expand treatment and recovery services, and reduce the impact of the opioid crisis throughout Virginia. The Business Manager serves as a key member of the OAA team and is responsible for managing the day-to-day administrative and financial operations of the Authority. This position serves as the primary liaison between the OAA and its fiscal agent to ensure the accurate and timely processing of financial transactions and human resources activities.

The Business Manager supports OAA staff, leadership, and the Board of Directors by coordinating fiscal operations, procurement activities, travel and reimbursement processes, records management, office administration, and meeting logistics. The successful candidate will thrive in a dynamic environment, exercise sound judgment, and maintain a strong commitment to customer service, accountability, and continuous improvement.

This is a full-time position (40 hours per week). All OAA employees are considered at-will.

Key Responsibilities
Financial and Administrative Operations
• Receive, review, validate, and coordinate payment of invoices in accordance with policies and the Commonwealth’s Prompt Pay Act.
• Serve as liaison with OAA’s fiscal agent regarding accounts payable, financial transactions, payroll-related activities, and employee reimbursements.
• Process and reconcile Small Purchase Charge Card (SPCC) transactions in accordance with policies and procedures.
• Review employee travel reimbursement requests for accuracy and compliance.
• Monitor financial and administrative processes performed by third-party service providers to ensure completeness, accuracy, and compliance.
• Maintain financial and administrative records in accordance with established policies and procedures.

Office and Operational Support
• Serve as the primary point of contact for visitors, phone calls, and general email inquiries.
• Coordinate calendars, travel arrangements, and administrative support for OAA staff.
• Manage office supplies, mail distribution, records retention, and facility-related coordination with the OAA’s landlord.
• Train and support staff on administrative procedures, systems, and operational updates.
• Assist with business process improvements, operational planning, and special projects.

Board and Meeting Support
• Coordinate logistics for Board of Directors meetings and other official events.
• Prepare meeting materials and assist with meeting administration.
• Record, maintain, and publish meeting minutes.
• Coordinate travel, meals, hotel accommodations, and reimbursements for Board members as directed.
• Support leadership in carrying out Board-related administrative functions.

Program and Organizational Support
• Collect, compile, and analyze data to support organizational planning and decision-making.
• Assist with program implementation and business process analysis.
• Provide administrative and operational support to OAA grant programs and special initiatives as assigned.
The OAA is staffed with a small team of flexible, hard-wording professionals who are committed to the mission of saving lives and helping communities recover from the opioid epidemic. OAA staff exemplify stewardship of public trust, guard against waste and inefficiency, and perform duties in a transparent manner. Diplomacy and a focus on customer service are expectations. Special Requirements
Employment is contingent upon satisfactory results of a state and federal criminal history background check and the Department of Social Service’s Child Abuse and Neglect Central Registry check, U.S. HHS IG Exclusion List check, employment reference check and E-Verify. Other financial, credit, driving, or other background checks prior to employment may be required for certain positions.

Minimum Qualifications

• Combination of education, training, and experience in public administration, business administration, accounting, procurement, public health, or a related field.
• Experience performing fiscal, bookkeeping, accounting, human resources, and procurement for the Commonwealth of Virginia through the:
• Commonwealth of Virginia’s Prompt Pay Act
• Commonwealth of Virginia’s Small Purchase Charge Card Program
• Commonwealth of Virginia’s Cardinal Financial and Human Capital Management Systems
• Commonwealth of Virginia’s Employee Travel Expense Reimbursement Voucher
• Considerable knowledge of Virginia state accounting policies, procedures, systems, procurement requirements, and accounts payable functions.
• Working knowledge of Governmental Generally Accepted Accounting Principles (GAAP).
• Demonstrated ability to work independently, prioritize assignments, and manage multiple responsibilities while meeting deadlines.
• Ability to analyze financial and administrative issues and develop practical solutions and recommendations.
• Strong attention to detail and ability to review, classify, reconcile, and verify financial transactions.
• Excellent customer service, interpersonal, and organizational skills.
• Strong written, verbal, and public communication skills.
• Proficiency with Microsoft Office applications, including Teams, Outlook, Word, Excel, PowerPoint, and SharePoint, as well as Zoom and Adobe Acrobat.
• Valid Virginia driver's license.
• Ability to travel occasionally throughout the Commonwealth, including overnight travel when needed for workshops, conferences, Board meetings, and OAA events.
• Ability to lift up to 50lbs on an occasional basis to move and transport items as well as setting up meeting/event spaces.

Additional Considerations

• Bachelor’s Degree or higher from an accredited college or university in a related field (public administration, business administration, accounting, procurement, public health, etc.), or equivalent applicable experience and training.
• Experience monitoring business processes performed by external vendors, fiscal agents, or shared-service organizations.
• Experience supporting executive leadership, boards, commissions, or other governing bodies is preferred.
• Experience working with grant programs.
• Experience working with programs for substance use disorder and/or co-occurring mental health conditions.
