Purpose of Role:
Lead the company's social performance management in alignment with the External and Social Affairs Management team and business objectives, ensuring compliance with regulatory commitments and the effective management of social risks and opportunities for Harbour Energy Mexico's assets and projects.
The position supervises the Junior Social Affairs Specialist in field execution activities and strengthens the company's sustainability and social license to operate.
Critical Responsibilities (MAE/MATTE/HSES*):
Ensure that all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures.
Ethics and Compliance Responsibilities:
Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures and to complete any compulsory compliance training as required.
Areas of Accountability, Responsibility and Competence:
Stakeholder Relations and Strategy
Contribute to and lead the implementation of the social management strategy, aligned with the overall strategic relationship framework under the direction of the External Affairs Manager
Serve as liaison with social regulatory authorities (SENER and others), keeping Management informed and aligned regarding these relationships.
Lead and oversee the Junior Social Affairs Specialist in field operations and determine the appropriate handling of sensitive situations or high-impact social risks that are escalated.
Manage and supervise external consultants and service providers specializing in social affairs, ensuring the quality of their deliverables and alignment with the company’s strategy.
Regulatory Compliance and Risk Management
Ensure full compliance with social commitments arising from SENER and other regulatory authorities, defining and implementing the corresponding regulatory strategy.
Validate and approve the filing, traceability, and submission of social reports and compliance documentation generated by the team.
Coordinate with relevant internal departments to integrate and submit strategic deliverables to regulatory authorities.
Sustainability and Shared Social Value
Integrate social commitments with the company’s sustainability objectives (and, when possible, government priorities), coordinating internal social reporting requirements to corporate functions and working closely with the Communications and Sustainability teams.
Define the social investment strategy, prioritizing opportunities aligned with genuine community needs and internal guidelines.
Lead the design of projects with measurable social impact, establishing key performance indicators (KPIs) and targets.
Internal Coordination and Strategic Business Support
Collaborate with leadership across relevant internal functions (Operations, Legal, Compliance, Regulatory Affairs, Security, HSE, Supply Chain, Communications, and Technology Transfer) to integrate social considerations into strategic and project-related decision-making.
Represent the company at industry forums, chambers of commerce, and discussion platforms related to the sector’s social performance and social impact initiatives.
Knowledge of the oil and gas industry, particularly social regulatory requirements and compliance frameworks.
Knowledge of corporate sustainability strategies and a strong understanding of social issues relevant to the organization.
Knowledge of international Social Responsibility policies and standards.
Development of guidelines and strategies for the management and traceability of social investment and donation programs.
Non-Technical Skills
Effective communication skills (oral and written).
Conflict resolution and stakeholder mediation.
Leadership and supervision of field teams (Junior Social Affairs Specialist).
Strong presentation and public-speaking skills, with the ability to deliver clear and persuasive messages.
Ability to establish and sustain community support groups or advisory committees.
Capacity to develop collaboration agreements with community and institutional stakeholders.
Engagement with the academic sector (partnerships with local universities).
Ability to prepare social narratives and content for communication purposes (reports, newsletters, speeches, presentations, etc.).
Development of community empowerment and capacity-building strategies.
Professional Experience
Minimum of 6–8 years of experience in community, institutional, and regulatory relations management, preferably within the oil and gas industry, including experience leading teams or coordinating field personnel.
Knowledge of social responsibility policies and strategic management of high-impact crises and conflicts.
Education
Bachelor’s degree in Sociology, Law, Agronomy, Sustainability, Political Science, or a related field.
Postgraduate specialization in Social Responsibility or Sustainable Development is preferred.
Language
Spanish: Native proficiency.
English: Advanced written and verbal proficiency (preferred).
