The Aging and Disability Services Division (ADSD) of the Department of Human Services is hiring an Aging & Disability Resource Center Supervisor for the Aging and Disability Resource Center (ADRC). The ADRC is a part of Arlington's Agency on Aging (AAA) and serves as the No Wrong Door (NWD) point of entry for information, referrals, options counseling, and emergency assistance for older adults, people with disabilities and their caregivers. The ADRC Supervisor combines clinical expertise, program management, and administrative oversight to ensure the effective delivery of services and compliance with state and local regulatory requirements. The position reports to the Area Agency on Aging (AAA) Program Coordinator and provides direct oversight to the day-to-day operations of the ADRC, ensuring adherence to regulations for mandated services and standards of care.
Responsibilities
Specific duties include:
Providing leadership, oversight, and strategic direction for the ADRC, ensuring high-quality, person-centered service delivery, adequate intake coverage, and clinical support for complex cases;
Ensuring compliance with federal, state, and local regulations, policies, and standards governing aging and disability services;
Monitoring program performance and compliance through data analysis and reporting, and recommend program, policy, and service delivery improvements;
Overseeing program budgets, resource allocation, and contract performance to maximize efficiency and effectiveness;
Collaborating with leadership, program managers, and community partners to integrate services and strengthen support for older adults, individuals with disabilities, caregivers, and families;
Leading outreach and community engagement efforts to increase awareness of ADRC services and represent the ADRC at public, interagency, and stakeholder meetings;
Partnering with Quality Assurance staff to ensure accurate documentation and compliance with reporting requirements and program standards; and
Supporting the AAA Director and Commission on Aging by attending meetings and providing staff support to Commission committees.
The ideal candidate is a seasoned human services professional who has the following:
A combination of advanced program administration, operational management, and supervisory experience with deep knowledge of aging, disability, and long-term services and supports, and person-centered delivery; and
Demonstrated ability to provide strategic leadership for a complex human services program, including supervising and developing staff, managing program performance and quality improvement initiatives, overseeing daily operations, utilizing data to inform decision-making, building and sustaining community partnerships, and ensuring residents with complex needs have access to coordinated and effective services.
Qualifications
Minimum Qualifications:
Master's Degree in Social Work, Counseling, Psychology, Gerontology or other directly related clinical discipline, all of which required a clinical practicum involving diagnostic, treatment, and case management services; and
Three years of post-Master's Degree experience providing professional clinical social work services, which included the application of diagnostic, treatment, and case management services.
The above experience must include at least one year providing services directly related to position's assignment.
Substitution(s): Directly related higher level clinical degrees may substitute for the Master's Degree education requirement and 1 year of experience.
Licenses/Certifications: Licensure by the appropriate board of Virginia Department of Health Professions, preferred, not required.
Desirable Qualifications: Preference may be given to applicants with experience in one or more of the following:
Significant post-master’s degree experience providing professional clinical human services clinician work services assisting older adults, persons with disabilities, and caregivers with accessing long-term support and aging services;
Knowledge and experience with an ADRC, Agency on Aging (AAA), adult services and/or adult protective services, case management, care coordination, and clinical service delivery to adults age 60+ and/or adults with disabilities;
Experience with a No Wrong Door system of record and/or PeerPlace electronic database; and/or
Experience managing or administering human services programs, including oversight of program operations, performance measures, quality improvement activities, staff supervision, and contract or grant-funded services;
Special Requirements
Background Check: A pre-employment criminal records check will be conducted. It will include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You will be required to sign a release authorizing the County to obtain your background information.
Driver's License: Applicant must possess, or obtain by time of appointment, a valid driver’s license, and must provide or authorize Arlington County to obtain a copy of official driving record. Any offer of employment may be contingent upon favorable review of the applicant’s driving record. Alternatively, the applicant must have the ability and willingness to use alternative methods of transportation to perform assigned duties and responsibilities at locations other than the primary worksite.
Work Environment: Primarily in the office but occasional outreach visits to client’s home and in the community are required. Flexibility to adapt to changing schedules and environments is necessary.
Required Training: Within the first 90 days, this role must pass/complete Virginia Department of Aging and Rehabilitative Services (DARS) training course(s) to become a certified Options Counselor Supervisor training, Arlington County HIPPA and Privacy trainings; as well as Arlington County and Department of Human Services onboarding and ongoing required trainings.

Additional Information
