The Department of Environmental Services (DES) is seeking a Construction Management Specialist to join the Maintenance Contract section of their Water, Sewer & Streets Bureau. The Construction Management Specialist will manage multiple construction, renewal, and maintenance projects with a primary focus on street paving, concrete sidewalk replacement, and curb and gutter replacement. Responsibilities include contract administration, construction oversight, and field inspections to ensure projects meet plans, specifications, schedules, budgets, and quality standards.
The position will manage approximately half of the County’s $10 million annual paving program, supporting the maintenance of the County’s 1,055-lane-mile public street system. This position may be assigned to one or more of the following sections, with responsibility for projects ranging from approximately $25,000 to $5 million, sanitary sewer, storm sewer, and water infrastructure improvements. Responsibilities
Specific duties include:
Managing and overseeing all paving activities including, but not limited to pavement condition surveys, mill & overlay, full-depth asphalt restoration, slurry seal, microseal, and the installation of traffic calming devices, concrete sidewalk replacement, and curb and gutter replacement;
Evaluating and recommending repair or replacement methods for pavement and concrete infrastructure to include reading and interpreting construction drawings, technical specifications, and as-built plans to ensure accurate implementation in the field;
Communicating and responding to inquiries regarding project plans to civic associations, business improvement districts (BIDs), and property owners;
Coordinating project schedules with other adjacent County projects and external County projects (e.g. Washington Gas and/or development projects);
Maintaining and updating asset data, tasks, and work orders within the County’s Cartegraph asset management system;
Monitoring contractor performance to ensure timely completion, adherence to budgets, and compliance with contract specifications;
Assisting in the development of annual budgets for assigned program areas including managing all administrative and financial aspects of assigned projects;
Requesting and coordinating all required permits to include preparing and maintaining project documentation, progress reports, inspection records, and as-built drawings;
Performing physical labor in the field as necessary to assist with layout, measurements, inspections, planning, and mowing/landscaping requests; and
Overseeing snow removal operations during winter.
Qualifications
Employee will be hired at either Full Performance or Trainee Level depending on qualifications.
Minimum Requirements:
Full Performance Level:
Graduation from high school, technical school and/or a college program/courses in a related area, such as engineering, architecture or construction management; and
Three (3) years of experience in construction management, inspection, or contract administration on maintenance methods for asphalt, concrete, water, and sewer systems.
Trainee Level:
High School Diploma; and
18 months of experience in construction management, inspection, or contract administration on maintenance methods for water, sewer, or street systems.
Desirable: Preference may be given to candidates with an Associate or Bachelor's degree in Engineering, Architecture, Construction Management or a related field, and experience in one or more of the following:
Writing, negotiating, and interpreting contracts and/or funding program allocations;
Interpreting road, bridge, or utility construction plans, or construction plans in a related area;
Pavement design;
Wet utility rehabilitation and/or replacement;
Using MS Office Suite (e.g. Word, Excel, Teams), an Asset Management Software (AMS), or Computerized Maintenance Management Software (CMMS) such as Cartegraph, SAP, PAVER, or Cityworks.
Preference may be given to candidates with the following certification:
VDOT certification in asphalt, concrete, aggregate, erosion and sediment control.
Special Requirements:
The applicant must possess a valid driver's license and authorize Arlington County to obtain, or the applicant must provide a copy of the official driving record. Any offer of employment will be contingent upon a favorable review of the applicant's driving record.
Additional work-related certifications may be required within twelve (12) months of hire, depending on the area of assignment. These may include, but are not limited to:
First Aid and CPR
VDOT Asphalt Field Level I and II
NASSCO Pipeline Assessment
VDOT Intermediate Work Zone Safety
Confined Space Entry
Working Conditions:
Work is performed both indoors and outdoors. Outdoor work is performed in all types of weather conditions;
Worker is subject to hazards including a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical currents, working on scaffolding and high places, exposure to high heat or exposure to chemicals;
Subject to one or more of the following conditions: fumes, odors, dusts, mists, gases or poor ventilation, oils, and other cutting fluids.
Physical Requirements:
Medium Work: Exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
Employee is required to learn and follow all safety rules and regulations pertaining to job functions which include attending all required safety classes and meetings in order to ensure a safe working environment and to ensure team members are practicing the required safety rules and regulations.
The employee may be required to wear common protective gear or safety equipment such as safety shoes, glasses, gloves, hearing protection, or hard hats while working outdoors.
Trainee Level: If an employee is hired at the trainee level, a training period will be established to last no longer than the equivalent of 18 months. At or before the end of the training period, the employee must meet experience, training, and proficiency requirements for the Level I position. Once the candidate qualifies, they will be appointed to the position.
Additional Information:
Work Hours: Core work hours are generally 6:30 am – 3:00 pm Monday through Friday. However, employees are subject to occasional shift rotation, based on department needs. Employees must be available to work after hours and for call-back for emergency situations (e.g. snow removal, sanitary sewer overflows, etc).
