Position Summary: Performs complex technical and administrative work planning and overseeing the work of the Street Division and Stormwater Operations Division and related operations for the City of Cañon City.

• Plans, organizes, prioritizes, and inspects the maintenance and repair of streets, storm water facilities, and public rights-of-way.
• Works with other internal departments and external agencies on repairs, construction projects, and maintenance to ensure a coordinated delivery of services for the community.
• Ensures compliance with federal and state laws regarding streets, highways, and storm drainage maintenance. Is a contact person for the City for FEMA Incident Management to serve in times of crisis or disasters.
• Provides supervision duties to the assigned Street Division and Stormwater Operation Division employees.
• Prepares and monitors budget for the Street Division.
• Prepares bid documents for needed equipment and materials. Purchases supplies and services in accordance with established procedures.
• Maintains database of street condition, work performed, equipment used, and associated costs.
• Prepares reports, and implements policies as directed by City Administrator, City Council, or Public Works Director.
• Advises the City Administrator, Public Works Director, citizen groups, individuals, contractors and others on division issues; assembles necessary resources to solve a broad range of programmatic and service delivery problems in the delivery of public works services.
• Provides general supervisory responsibilities to the Street Maintenance and Stormwater Operations assigned staff.
• Provides excellent customer service to external and internal customers including but not limited to effectively listening and communicating, providing accurate information, offering solutions, assisting in resolution, and ensuring timely follow up as needed.

Non-Essential Duties and Responsibilities: The following duties, although not essential to the position, are important components to the smooth and efficient operation of the Division, Department, and City.

• Assists with preparing the Stormwater Fund budget, and Capital Program budgets.
• Assists with developing, maintaining, and implementing long-range capital planning efforts.
• Attends City Council and/or other public meetings on an as-needed basis.
• Assists the City in disseminating pertinent public information.

• The theory, principles, practices and methods of street maintenance, traffic control devices, and storm drainage system maintenance.
• The theory, principles, practices, and methods of public administration, including budgeting and employee supervision.
• Commercial driver license requirements.
• FEMA incident command requirements, education updating/scheduling, tracking Motorola Digital Portable Radios, all record keeping so the City stays in compliance with the U.S. Department of Homeland Security.
• Acceptable construction specifications and standards.
• The safe and efficient operation and maintenance of tools and equipment used in street and stormwater maintenance
• Standard office equipment including personal computers, word processing, spreadsheet, emails, and data base applications.
• Material Safety Data Sheets for hazardous materials used in street maintenance and repair.
• Plan and specification reading and comprehension.
• Analyze problems, identify possible alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
• Ensuring compliance with federal and state laws regarding streets, highways, and storm drainage maintenance.
• Developing plans for maintaining and upgrading street systems.
• Construction project scheduling / management.
• Communicating clearly and concisely, both verbally and in writing.
• Exercise good judgment, flexibility, creativity and sensitivity in response to changing situations and needs. Dealing effectively with difficult people.
• Establishing effective relationships with employees, government officials, contractors, vendors, news media representatives, and the public.

Requirements

Minimum Qualification(s):

Experience

• Ten 10 years of progressively responsible street maintenance, public works, or heavy civil construction experience

Education

• High school diploma or equivalent.

Licenses/Certifications

• Must have a valid Colorado Driver’s License, or the ability to obtain one within sixty (60) days of hire, with a driving record acceptable to the City of Cañon City.
• Ability to obtain Colorado Class ‘A’ Commercial Driver’s License within 6 months of employment.
• Ability to obtain Certification in FEMS’s National Incident Management System (NIMS) IS-700A, Certification in FEMS’s Incident Command System (ICS) ICS-100 and ICS-200 within 6 months of employment.

Any equivalent combination of education, training and experience that provides the listed knowledge, abilities and skills may be substituted.

Preferred Qualification(s):

Experience

• Five (5) years of experience in a supervisory or leadership capacity.

Education

• Associates Degree in Construction Management or related field.

Licenses/Certifications

• Certification in FEMS’s National Incident Management System (NIMS) IS-700A, Certification in FEMS’s Incident Command System (ICS) ICS-100 and ICS-200.
• Colorado Class ‘A’ Commercial Driver’s License

Physical Activities:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job the employee will travel within the City of Cañon City and Fremont County.

• Work time will be split between indoor and outdoor work. Portions of job will be conducted in an indoor office environment, and portions will be conducted in an outdoor construction site environment.
• The employee is occasionally required to work with and around loud noises, fumes, airborne particles, toxic and caustic chemicals, electricity, vibration, and other hazards typical of a construction site.
• Physical demands of job require some lifting; pulling; carrying and pushing of objects –approximately 50 pounds.
• Frequent bending, simple grasping, finger/manual dexterity, standing, walking, twisting upper body, stooping, and hearing.
• Occasional climbing on stairs and traversing uneven terrain.
• The employee is occasionally required to work in adverse weather conditions.
• Communicates verbally and electronically with City staff, outside agencies and the public in one-on-one settings, group settings and over the telephone.

Additional Information

• This position will typically work Monday – Friday but will flex to working weekends and evenings based on seasonal, organizational or event needs.
• This position may be required to attend occasional City Council meetings and/or other meetings and events after normal work hours.
• Travel within the City of Cañon City and Fremont County will be required.
