Position Overview

The purpose of the job is to provide a strategic and operational HSQE focus to the growing RES businesses. A key part of this role is to work with existing operational leads and strategic partners to develop an optimum HSQE function that is scalable to the business’s growth aspirations. In addition, this role is responsible for the development, maintenance and review of RES Services Australia’s HSQE programs, procedures and policies within the applicable legislative framework and the corporate framework of each business line or unit, including leading and supporting all parties in the implementation of existing and new standards, monitoring compliance, and overseeing IMS accreditation and documentation control.

• The post holder is responsible for providing professional coordination and leadership in all aspects of HSQE across the Services business in Australia. This includes the portfolio of Operating and Maintenance (O&M) and Asset Management (AM) services.
• Current operations cover Australia (Solar and BESS), with Wind and additional APAC countries to be incorporated as the region grows. The role is accountable for building a regional HSQE function that scales with that growth.

The post holder will work with Business Units and HSQE colleagues to ensure that each Business Unit complies with relevant legislation, adheres to company policies, and that RES has a commensurate HSQE management system that delivers continuous improvement and a commercial advantage. The post holder will drive collaboration across the business, ensure coordination of resources, standardise management systems, and organise the Safety Leadership Team.

Organizational Context

Influence business objectives, decisions, and performance across RES to ensure they are balanced in terms of health, safety, quality, environmental impact, cost, and program.

Proactively collaborate with other senior HSQE roles across the Group and contribute to the definition and achievement of HSQE objectives for RES Group.

Provide timely reporting of incidents, period reports, and updates when and where required.

Contribute to the Group HSQE Annual Review, support and lead on specific Safety Focus Events.

Key Accountabilities

Strategic Focus

• Implement a scalable HSQE framework that can grow with the business.
• Ensure HSQE practices are integrated into all business processes to foster a culture of safety and quality.
• Undertake an assessment of significant HSQE risks across the portfolio with a focus on employees, suppliers of services, and sub-contractors, including environmental aspects and impacts.
• Review existing risk control measures, including hardware, technologies, systems, and human behaviour. Draft a regional plan to address any gaps or weaknesses.
• Implement the RES Group Standards and provide operational guidance to the business.

Operational Excellence

• Regularly conduct comprehensive risk assessments to identify potential hazards and implement mitigation strategies.
• Establish a continuous improvement program with regular audits, feedback loops, and performance reviews.
• Develop a structured Quality Control and Quality Assurance approach commensurate with the organisational maturity and business objectives.
• Develop a program of annual audits and inspections based on risks and emerging topics.
• Support due diligence and integration of acquisition targets.

Leadership and Collaboration

• Provide HSQE training and development opportunities for regional RES employees.
• Work collaboratively with the local Head of P&C in areas relating to psychosocial risk and mental wellbeing.
• Foster collaboration between HSQE and other departments for a holistic approach to management.
• Develop an integrated approach to liaise with regulatory bodies in each of the primary countries.
• Set up and lead a customer HSQE forum to provide enhanced communication and collaboration on risks across contractual boundaries.
• Coordinate and participate in RES representation on national, international, and industry trade and standards groups related to HSQE to provide RES with a competitive advantage from a Thought Leadership perspective.
• Work collaboratively with the local subject matter experts(SMEs) in the delivery of the RES Group HSQE strategy at local levels.

Communication and Reporting

• Implement the RES Group reporting system for incidents and near-misses.
• Engage with stakeholders to ensure their needs and expectations are met.
• Contribute period reports to the Executive, the Safety Leadership Team, and the Group where appropriate.
• Implement systems for incident reporting, analysis, and investigation (see Group Standard) with customers and other stakeholders.
• Maintain access to an effective database of HSQE legislation, regulations, and standards relevant to all areas of RES business activities.
• Ensure the effective communication of safety alerts within RES and between RES and external stakeholders.

Innovation and Technology

• Leverage technology to improve HSQE processes, such as data analytics for predictive risk management.
• Incorporate sustainability into HSQE practices to align with global environmental standards.

Compliance and Standards

• Stay current with Australian WHS legislation, regulator guidance, and applicable standards, and translate changes into operational requirements.
• Standardise HSQE procedures across APAC operations and future country additions for consistency and efficiency.

WHSEQ Management & Compliance

• Develop HSQE policies and analyse the effectiveness of HSQE procedures in the workplace. Plan, improve and follow up the preventive planning, quality plan and management plan as well as specific HSQE procedures.
• Establish technical and organisational measures to reduce risks, detect anomalies and deviations. Support in the selection and approval of suppliers.
• Maintain subsidiary workplace protocols in line with WHS legislation.
• Advise Directors, Managers, Specialists and Supervisors on all safety, health and welfare issues to ensure the Company complies with its legal obligations.
• Prepare and plan effective training and presentation materials relating to HSQE issues and corporate HSQE software for all staff members, including defining job qualification and training profiles.
• Maintain and control HSQE Department records and documents.
• Develop a matrix of regulatory and customer HSQE requirements and monitor compliance. Periodically report HSQE KPIs to internal and external stakeholders.
• Adapt RES’s corporate work instructions and risk assessments of each Business Unit to country and local legislation and format.
• Assist in the preparation and maintenance of the company for IMS Certification (ISO 45001, ISO 14001, ISO 9001). Verify the effectiveness of the Integrated Management System and the application of IMS policies and procedures in achieving the company’s objectives.
• Plan and manage, with Occupational Health Doctors, the coordination of medical checks, medical surveillance, and risk assessments.
• Leadership of the accreditation process and documentation control, both in qualification and pre-qualification tenders of clients and access to plants/parks, and management of subcontractors’ accreditation.
• Temporarily suspend O&M activities with immediate notification to the Project Manager where a significant safety or environmental risk is identified.
• Drive a culture that records all Hazard reports, Observations, and Inspections into a logged system. Carry out safety inspections and safety walks on site from time to time.
• Maintain and report safety performance statistics, identifying trends and proposing and implementing corrective actions.

• Promote a zero-harm culture by recognising and rewarding safe behaviours.
• Involve employees in HSQE initiatives to increase their commitment and ownership.
• Ensure HSQE expert support and advice on HSQE matters is available to the business, including leading HSQE improvement projects where required.

Knowledge & Skills

• Understand both Management of Change and Change management models within a fast-paced operating environment
• Knowledge of leadership approaches and cultural benchmarking
• Expert knowledge of general HSQE leadership management, legislation, regulations and standards – up to date with relevant HSQE information and future trends.
• Knowledge (and experience of successful implementation) of ISO9001, ISO14001, ISO 45001 and other relevant standards such as ISO 55001 and the related certification process.
• Knowledge of lean principles and techniques would be advantageous
• Understanding of Reliability Centred Maintenance (RCM) concepts
• Understanding of service and construction processes and techniques in the renewable energy sector.
• Experience in preparation for IMS certification (ISO 45001, ISO 14001, ISO 9001) of at least 3 years, including internal auditing and lead auditor capability.
• Excellent interpersonal skills, ability to communicate and influence at all levels within the organisation and externally with clients, suppliers, trade bodies, media, etc.
• Able to summarise HSQE risks, with commercial context, to support decisions required for project delivery
• Ability to understand engineering concepts, QRA, Fault and Event Trees and HazOps.

Experience & Qualifications

• Extensive experience of leading the HSQE function in a similar organisation in the renewable sector, specifically Wind, Solar and Battery Storage.
• Implemented risk-based maintenance management systems (HSQE & business risk)
• Proven ability to understand Root Cause Analysis and where necessary run a high-profile incident investigation
• Use of ERP type systems to capture, data mine and report incidents
• Safety leadership for HSQE professionals and non-HSQE staff alike
• Practical experience of the development and implementation of the various management systems
• Project management experience would be advantageous
• At least 2 years’ experience as a Manager of HSQE management systems in service companies, preferably in the operations and maintenance or renewable energy sectors.
• Availability to travel across the APAC region as required.
• Recognised safety qualification (minimum Diploma of Work Health and Safety, BSB51319, or equivalent; tertiary WHS qualification preferred) and professional membership of a recognised body such as the Australian Institute of Health and Safety (AIHS), Chartered Generalist OHS Professional, or equivalent.
• Degree in a relevant discipline (occupational safety, engineering, or environmental science); an electrical or renewable energy engineering background is desirable.
• Holds a valid Australian driver licence and the right to work in Australia.
• Holds a Construction Industry Induction white card.
• GWO BST and BTT where appropriate.
• IMS-related training and internal auditing; Lead Auditor certification or equivalent.
