Job Purpose
Reporting to the Chief Programs Officer, the Program Manager serves as the agency’s workforce development programmatic oversight. In addition to the general duties assigned to a Program Manager, this individual will assume functions applicable to all Programs and associated workforce development activities under the oversight of Workforce Connections (WC). The primary functions include Contract Administration, Technical Assistance and Monitoring. The Program Manager will provide comprehensive support to the agency’s mission with quality performance.
Essential Job Functions
PROGRAM MANAGEMENT
Serves as programmatic monitor and contract administrator overseeing WIOA Title I service providers’ contracts for performance and service delivery requirements.
Assists with directing and monitoring activities, operations, and staff of Workforce Innovation Opportunity Act (WIOA) Title I programs.
Provides technical assistance in accordance with federal, state and/or local policies.
Develops, facilitates and conducts training sessions or meetings and provides technical assistance as they relate to the service providers, including the data tracking systems utilized by WC.
Assists with leading workforce development programmatic corrective action guidance and training and technical assistance to WIOA Title I service providers/subrecipients to ensure accountability and meeting of all WIOA performance measures.
Facilitates and formulates the preparation of corrective action requirements and responses to noted findings or deficiencies.
Coordinates site visits and monitoring reviews associated with workforce development services.
Prepares reports and analysis pertaining to subrecipients/service providers.
Manages and coordinates informational guidance for WCs subrecipients (i.e., TAGs, TEGLs, email notification, memos, etc.).
Oversees data quality assurance to address findings, trends, and data related activities.
Assists with the Request for Proposal (RFP) process and coordinates any changes to the RFP template and coordinates the agency’s items for consideration and review.
PARTNERSHIP BUILDING
Develops, facilitates, and maintains partnerships as related to WIOA Title I service providers and partners in and for the One-Stop Delivery System.
Attends and/or participates in the community as directed to cultivate relationships and various service providers, state, and local government officials.
Develops and implements best practices and methodologies in support of the One-Stop-Delivery-System’s (OSDS) continuous improvement strategies.
Works with Deputy Director & Chief Strategy Officer in drafting partnership proposals between WC and external partners.
Assists WC in Grant management efforts to ensure legal, fiscal, program compliance and strategic initiatives are met.
CONTINUOUS IMPROVEMENT OVERSIGHT AND TRAINING
Provides and participates in cross-training activities to develop awareness and understanding of various functions within WC.
Works closely with the Fiscal department to ensure the management of resources for Title I programs; ensure efficient operations and compliance with budgetary limitations; develop and submit budgetary recommendations to Fiscal.
Ensures programs/projects/resource manuals are administered in compliance with applicable regulations and policies. Reviews, interprets, and communicates regulations, policies, and procedures to service providers and staff.
Participates in program planning, development, and implementation to ensure responsiveness concerning needs and availability of resources. Participates in meetings to recommend new and revised policies and procedures; review proposed policies and procedures and provides recommendations, as necessary.
Responsible for reviewing, evaluating, and implementing strategies for all aspects of activities and operations of WIOA Title I programs. This includes but is not limited to the Request for Proposal (RFP), Individual Training Accounts (ITA), quality service delivery processes and data integrity.
