About the team you’ll be part of
We’re looking for an Associate to join Ofcom at an exciting point in our leadership transformation, as part of the People, Culture and Workplace team.
Reporting to the Delivery Lead, you’ll play a key role working across L&D, Talent and Business Partnering functions, as well as with stakeholders across the organisation. You’ll help build a clearer, shared understanding of what effective leadership looks like at all levels, using insight on current capability to shape and deliver interventions that strengthen leadership impact and support delivery of Ofcom’s wider transformation and strategic priorities.
The purpose and scope of the role
This role will play a key part in progressing Ofcom’s leadership transformation, contributing to the design, delivery and continuous improvement of interventions that strengthen leadership capability.
You will use data and insight to identify patterns in leadership strengths and development needs, and translate these into targeted, evidence-based interventions that drive meaningful behaviour change in day-to-day leadership practice.
You will also help shape and enhance leadership forums and experiences that bring leaders together -creating opportunities for reflection, challenge and connection, and strengthening leadership practice across organisational boundaries.
This is a 12 month FTC
Your Key Responsibilities
Build insight on leadership capability
Analyse and interpret leadership data (e.g. assessments, feedback, engagement and performance data) to identify strengths, gaps and development priorities.
Support the development of leadership insight products (e.g. summaries, reports, feedback outputs) that help leaders better understand their strengths and areas for development.
Identify and articulate themes and patterns, drawing out implications for leadership capability and organisational delivery.
Support design and enhancement of development interventions
Translate insight into targeted development interventions, contributing ideas that challenge and enhance existing approaches.
Contribute to the development of leadership pathways and content, ensuring alignment to Ofcom’s leadership model.
Ensure interventions are relevant and accessible, with a clear link to day-to-day leadership practice.
Challenge and suggest improvements to existing development approaches.
Drive delivery and embedding of development activity
Own delivery of specific elements of the leadership development offer, ensuring they are implemented effectively.
Work with stakeholders to support engagement and uptake, helping leaders understand the value of the offer.
Embed development into existing rhythms and processes (e.g. performance conversations, team routines).
Engage and influence stakeholders to drive adoption and sustained use of the leadership offer.
Monitor impact and continuously improve
Draw connections across data sources and interventions to provide a joined-up view of what is driving impact, recommending improvements where necessary.
Support evaluation activities, contributing to understanding behaviour change over time.

Essential
Experience supporting delivery of leadership, change or organisational development initiatives
Strong interest in leadership development, behavioural science or organisational psychology, with ability to apply this in practice
Ability to analyse and interpret qualitative and quantitative data, translating this into clear insight
Experience contributing to the design or delivery of development interventions (e.g. workshops, tools, learning content)
Ability to take ownership for defined work areas or projects, delivering to a high standard with minimal supervision
Strong communication skills, including ability to produce clear, concise written outputs
Collaborative approach with ability to build relationships across teams and stakeholders
Exposure to evaluation of development interventions or behaviour change
