Brief Job Description:

The Texas Health and Human Services Commission (HHSC) is seeking highly qualified candidates to fill the Business Process Improvement (BPI) Director I position within the Strategic Innovation and Systems Support division within Family Resources and Eligibly Services (FRES). FRES is driven by its vision to provide an integrated and streamlined approach to connect individuals to services and supports that reduce institutionalization, allow individuals to remain in their communities, and promote economic and personal self-sufficiency. Under the guidance of the Director III of SISS, the BPI Director is responsible for coordinating and strategically leading end-to-end business process improvements that enhance the client and/or staff experience, improve efficiency, and increase capacity.

Responsibilities include planning required to identify, document, and support effective project execution; analyzing existing processes and/or systems; identifying ways to improve the functional area's performance to meet business objectives; partnering with the organization to develop and implement end-to-end processes that meet business objectives; facilitating the creation and use of customer journey mapping or task mapping as needed throughout the business; facilitating process mapping workshops, and training and coaching personnel in process improvement. The candidate for this role will be required to have keen analytical skills, systems knowledge and outstanding interpersonal capabilities.

This position performs highly advanced (senior-level) managerial work administering the daily operations and activities of the BPI unit. Work involves establishing goals and objectives; developing guidelines, procedures, policies, rules, and regulations; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; and monitoring budget expenditures. Plans, assigns, and supervises the work of others. The BPI Director works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs):

Direct and Manage business process staff; including mentoring, coaching and developing staff. Facilitate process improvement teams and provide counsel and assistance with respect to facilitation techniques, continual improvement and people development. Trains business process staff to map and analyze business processes related to FRES. Act as a change agent to instill a Problem Solving and Continuous Improvement culture within the organization. Manage vendors, if applicable; including approving deliverables and invoices. (20%)

Provide overall vision, leadership and strategic direction for achieving the goals, objectives and mandates of the BPI unit. Manage unit for effective and efficient utilization of resources. (15%)

Develop, manage, and report progress on assigned projects. Communicate continuously to related business functions regarding accomplishments, status, risks, issues and decisions on assigned projects. (15%)

Work closely with the FRES Senior Leadership Team in making strategic recommendations regarding organizational impacts of specific process improvement initiatives. Support the achievement of FRES strategic goals by taking a leading role in implementation of assigned projects. (15%)

Identify and map existing processes and roles to the future state required to meet business needs. Ensure the application of standardized business improvement processes. Ensure Lean principles are appropriately taken into consideration at all stages of the process improvement project. (10%)

Represents the division, or department at meetings, conferences, and seminars or on boards, panels, and committees. Acts as Project Manager for critical projects as needed. Facilitate meetings with FRES stakeholders at various levels. (10%)

Knowledge, Skills and Abilities (KSAs):

Knowledge of:

Local, state, and federal laws and regulations relevant to program activities and/or business functions; and the principles and practices of public administration and management.

Lean and Project Management principles and various business process improvement methodologies for training all levels of the organization.

Establishing plans and setting objectives and goals that support an overall business strategy.

Logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems and in operating computers and applicable computer software.

Registrations, Licensure Requirements or Certifications:

Any of the following certifications are required:

• Lean or Six Sigma certification, Prosci Change Management or process improvement related certification.
• Certified Associate in Project Management (CAPM) or Project Management Professional (PMP) or related certification.
• Certified Product Owner (CSPO), Scrum Master (CSM), Scaled Agile Framework (SAFe) or Agile-related certification.

Initial Screening Criteria:

1. At least 3+ years of full-time professional work experience, preferably in a large, public sector, or Human Health & Services Commission (HHSC) managing and applying continuous improvement methodologies, change management, cross functional dynamics and project coordination of programs, policies and procedures. (Preferred)
2. Ability to direct and manage program assignments, activities, and projects with competing deadlines. (Required)
3. Bachelor’s or Master’s degree in a related field from an accredited university.  (Preferred)
4. Application indicates the willingness to travel 15% of the time. (Required).
5. Any of the following certifications (Required):

• Lean or Six Sigma certification, Prosci Change Management or process improvement related certification
• Certified Associate in Project Management (CAPM) or Project Management Professional (PMP) or related certification

Additional Information:

The office location is at 701 W 51st Street Austin, TX 78751. This is a part time telework position, subject to change. Must be willing to travel to State Office (701 W 51st Street Austin, TX 78751) based on business needs. Other state travel may occur based on business needs.
