Position Overview:
The Department of Healthcare and Family Services Division of Medical Programs seeks a results-oriented professional to serve as the Special Assistant for Long Term Care. This mission-critical role offers an opportunity to formulate and implement Long Term Services and Supports (LTSS) policy for HFS’s long-term care (LTC) and home and community-based services (HCBS) waiver programs. This position serves as a subject matter expert and will formulate and implement policy for Illinois’ HCBS waiver programs, skilled nursing facilities, supportive living facilities, the program of all-inclusive care for the elderly (PACE), and other LTC and community-based LTSS initiatives in the state. This individual will also partner with LTC and HCBS waiver program leadership to monitor and evaluate program outcomes, facilitate the development of new and revised policies and procedures, and collaborate with stakeholders who are invested in community-based, comprehensive care in Illinois.

Essential Functions
Serves as the Special Assistant for LTC.
Monitors and evaluates agency LTC program operations to facilitate the development of new and revised policies and procedures relative to the attainment of agency goals and objectives.
Confers with agency administrators to resolve sensitive issues and to improve administrative links between the Division Administrator and agency staff.
Establishes and implements policies, standards, and procedural guidelines for LTC program operations.
Develops, establishes, and revises departmental policies, rules, and regulations concerning the LTC program.
Confers with other administrative personnel regarding problems within the operation of the agency’s LTC program.
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
Requires the completion of four (4) years of college preferably with coursework in public or business administration.
Requires four (4) four years of progressively responsible administrative experience in a public or business organization.
Preferred Qualifications
Four (4) years of professional experience formulating and implementing policy for a public or private organization.
Four (4) years of professional experience working in a long term care program for a public or private organization.
Four (4) years of professional experience working with healthcare and long term care rules and regulations.
Four (4) years of professional experience communicating in verbal and written form with internal and external colleagues and stakeholders.
At least two (2) years of professional experience working in healthcare setting such as hospital, clinic or long term care facility.
Advanced degree in public or business administration.
Conditions of Employment
Requires the ability to pass a background check.
Requires the ability to travel in the performance of duties, with overnight stays as appropriate.
Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
Requires the ability to utilize and maintain state issued equipment such as a cell phone, laptop, etc.
