Assistant Fleet Manager for Public Transit at EMBARK
Salary: $74,780.88 to $114,427.83
NOTE: This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., § 427.1 et seq., (OSCN 2019), effective August 29, 2019. This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.
JOB SUMMARY
This position is located in the Maintenance division of the Central Oklahoma Transportation and Parking Authority and reports directly to the Fleet Manager. The Assistant Fleet Manager-Vehicle Maintenance assists in the administration and coordination of operational activities and the management of staff within the Maintenance division. This position also represents the Fleet Manager as needed on committees and meetings. Essential job functions include: Supervising the activities of staff responsible for day-to-day maintenance of EMBARK fleet and facilities to ensure compliance with division and departmental policies and contract guidelines; reviewing Federal, State and local standards and regulations to ensure departmental compliance and assisting in the development of division budget; preparing specifications for bids on equipment, materials, supplies, etc. and reviewing bids submitted to determine best supplier. Additional duties may include monitoring operational expenditures and developing long and short-term division goals and objectives and establishing plans and procedures for achievement of goals, implementing productivity improvement measures and presenting written and verbal analysis and recommendations on a variety of topics. Preventive Maintenance scheduling for the fleet to ensure National Transit Database (NTD) goals are met and fleet stays in compliance. Responsible for fuel and oil reports to maintain the fleet mileage which drives the preventive maintenance and other reports. Responsible for overseeing and fleet campaigns that may be needed. Responsible for filling in for supervisor shifts when needed. The employee has frequent contact with division personnel both Union represented and otherwise, other COTPA and City of Oklahoma City employees, contractors, citizens, outside agencies, other municipalities, etc. in order to obtain or provide information and/or provide administrative and technical assistance related to divisional activities. The employee works under minimal supervision. Work is reviewed for the attainment of goals and objectives, adherence to regulations and policies and procedures, and effectiveness and efficiency of management and program accomplishments.
Knowledge of federal, state and local laws, rules and regulations affecting the operation of a public transit agency and a maintenance facility.
Ability to interact with a Unionized staff and maintain an open working relationship.
Ability to establish and maintain effective working relationships with employees.
Skill in verbal and written communication.
Skill in supervising and coordinating activities of administrative, technical and clerical staff.
Skill in critically assessing and organizing a wide variety of information.
Willingness to assume responsibility for operations of the assigned work unit(s).
Ability to develop long-range plans and evaluate work accomplishments.
Possession of a valid driver license. Must obtain Oklahoma Commercial Driver’s License, Class B, with Passenger and Air Brakes endorsement within 90 days of employment.
Will be required to work beyond normal work hours including weekends and/or holidays.
Work involves being around moving vehicles and exposure to dust, fumes, gases, noises, and extremes in temperature/humidity.
PHYSICAL REQUIREMENTS
Vision enough to read and draft written and computer-generated communications.
Speech and hearing enough to communicate in person, by telephone and by two-way radio.
Manual and finger dexterity enough to operate office equipment such as keyboards, telephones, etc.
EVALUATION CRITERIA
Difficulty
This job requires the application of administrative and management principles and techniques as well as possessing relevant technical knowledge necessary to coordinate and manage the staff and operational activities of specialized work unit(s). Technical and administrative guides exist but must be interpreted, adapted and applied on the basis of specialized training and experience. New approaches and previously unused methods are devised and applied within existing guidelines and regulations. Decisions made affecting departmental objectives impact both inside and outside the COTPA organization. Responsibility encompasses quantity and quality of the work output of the assigned work unit(s). Variables encountered are abstract and concrete in nature.
Interpersonal Relations
The employee has continual contact with departmental personnel, City of Oklahoma City employees, contractors, citizens, outside agencies, other municipalities, etc. to obtain or provide information and/or provide technical assistance related to activities of the assigned work unit(s). The use of tact and persuasiveness are necessary to obtain cooperation.
Supervision Given and Received
The Assistant Fleet Manager/Vehicle Maintenance assists in the planning and coordination of the work activities of a specialized work section through functional supervisors and by assigning work projects coordinating the use of personnel services, equipment and material and reviewing work products for adequacy and compliance with instructions and procedures. Supervision also includes improving work methods and procedures with responsibility for the general effectiveness of activities of assigned staff.
The employee works under minimal supervision. Typically work is not immediately reviewed but is subject to technical and administrative guidelines. Work results are appraised as to the attainment of program objectives, adherence to regulations of EMBARK and City of Oklahoma City policy, and effectiveness and efficiency of operations.

Governance
COTPA’s Board of Trustees is the governing body of EMBARK. The board is comprised of 8-members; 3 members serve by position, the Mayor of Oklahoma City, the City Manager and the City Finance Director. The five remaining trustees are appointed by the Mayor and approved by City Council. One of the five members must live outside the city limits of Oklahoma City. In accordance with the inter-local operating agreement between COTPA and the City, the Administrator of COTPA is appointed by the City Manager and approved by the COTPA board.
Board Meetings
Regular meetings of the Board of Trustees are held on the first Friday of each month. Meetings start at 9 am in the City Council chambers located at 200 N. Walker in downtown Oklahoma City.
