Astoria Energy and Astoria Energy II are two 650 MW combined-cycle power plants located side by side on the East River in northwest Queens, New York. Both facilities use 2x1 GE 7FA gas turbines—Astoria Energy with an Alstom steam turbine and Astoria Energy II with a GE D11 steam turbine—to provide efficient, reliable power to the region. In addition to natural gas, Astoria Energy is capable of burning ultra-low sulfur No. 2 fuel oil, enhancing fuel flexibility and operational resilience.
Opportunity Summary
The Lead Instrumentation Controls & Electrical (IC&E) Technician is a senior technical position responsible for providing technical leadership, troubleshooting support, field coordination, and mentoring for instrumentation and control maintenance activities at Astoria Energy.
This position is a working lead role that actively performs IC&E work while assisting with coordination of daily maintenance activities, outage execution, troubleshooting efforts, and maintenance quality initiatives.
This position does not function as a supervisor and does not possess authority to hire, discipline, terminate, formally evaluate employees, or independently administer company policy.
Your scope of responsibility as Lead IC&E Technician includes the following primary functions:
Daily IC&E Coordination
Assist with coordination of daily instrumentation and controls maintenance activities.
Support assignment and coordination of work activities under direction of plant management.
Communicate work progress, emergent issues, and schedule impacts to supervision.
Coordinate equipment access and work readiness with Operations and Maintenance supervision.
Assist in supporting manpower, tooling, material, calibration equipment, and contractor support needs.
Control Systems
Lead and participate in troubleshooting DCS systems, PLC systems, communication networks, HMI systems, turbine control systems, plant control interfaces, and control power systems, while coordinating vendor support for specialized troubleshooting and repairs.
Turbine and Plant Controls
Support troubleshooting of turbine sequencing, startup permissives, shutdown logic, trip circuits, combustion controls, and balance-of-plant control systems, while assisting with startup and commissioning activities.
Instrumentation Reliability
Coordinate and participate in the calibration and testing of pressure transmitters, temperature, flow, and level instruments, analyzers, and vibration monitoring systems; verify instrument maintenance records are accurate and complete; and assist in troubleshooting recurring instrument failures.
Control Valve Systems
Assist with troubleshooting and repair of valve positioners, pneumatic systems, electro-pneumatic controls, actuator systems, and valve stroke issues, while supporting valve diagnostics and testing activities.
Environmental Systems and Compliance
Support maintenance and troubleshooting of CEMS systems, gas analyzers, emissions monitoring equipment, and environmental compliance instrumentation, while assisting with required compliance testing activities.
Electrical and Control Interfaces
Troubleshoot electrical interfaces associated with MCCs, relays, UPS systems, instrumentation power supplies, and communication systems, while coordinating vendor or contractor support as required.
Outage Support
Assist in planning and coordination of outage activities.
Verify spare component and calibration equipment readiness.
Coordinate field activities during outages.
Support startup testing, loop checks, and restoration activities.
Participate in troubleshooting emergent issues during outages.
Reliability Improvement
Support identification of recurring instrument and controls issues.
Recommend PM improvements and reliability enhancements where necessary.
Participate in root cause investigations and corrective action development.
Safety and Compliance
Promote safe work practices and compliance with plant safety procedures.
Participate in job safety briefings and hazard assessments.
Verify proper electrical isolation and test-before-touch practices.
Report unsafe conditions and stop unsafe work when necessary.
Support LOTO compliance and safe maintenance practices.
Maintenance Administration
Assist with reviewing and completing maintenance work order documentation.
Provide feedback for PM procedures and job plans.
Assist with identification of spare parts and material requirements.
Support maintenance recordkeeping and CMMS documentation requirements.
Leadership and Mentoring
Provide technical guidance and mentoring to IC&E technicians and apprentices.
Share troubleshooting knowledge and maintenance best practices.
Support employee training and qualification activities.

Working Relationships
The Lead IC&E Technician reports directly to the Maintenance Manager and Maintenance Chief Engineer. This position provides technical guidance to IC&E Technicians, Contractors and Apprentices. Additionally, this position works closely with the Lead Maintenance Mechanic, Planner/Warehouse Coordinator, Operations personnel, Mechanical Maintenance personnel, and involves interfacing with contractors and vendors.
Physical Requirements and Working Conditions
Physical requirements include standing for extended periods of time, climbing stairs and ladders, working from elevated platforms and walkways at varying heights, and routinely lifting up to 50 pounds.
Power plant environment that may involve entering confined spaces, crawling through narrow areas, and handling hazardous materials, with exposure to fumes, extreme temperatures, and noise. Work may include high heat near equipment and varying outdoor weather conditions.
Some duties may require the use of protective equipment, which can include hard hats, safety glasses, and eye protection, air masks/respirators, ear protection, chemical suits, flame-resistant clothing (FRC), hot gloves, high-voltage protective gear, and fall protection. Fit testing for respirators may be required. Strict smoking restrictions apply in and around the facility.
Fitness for Duty
All personnel will participate in the Fitness for Duty Program, which includes a post-offer physical examination, drug screening, and post-employment random drug screening.
Work Schedule
This position will also occasionally necessitate extended working hours and flexible shifts as needed, including weekends and holidays, in response to schedules, workload demands, and plant conditions. Periodic callouts or “On call” status will also be required.
Compensation
This position offers a base pay rate ranging from $79.63 to $82.82 per hour.

Minimum Qualifications
High school diploma or equivalent required.
Technical degree or formal instrumentation/control training preferred.
Minimum 7 years industrial IC&E maintenance experience preferred.
Power generation or combined cycle experience preferred.
Must possess a valid, unrestricted U.S. driver’s license and ensure it remains in good standing at all times.
Preferred Qualifications
DCS experience.
Instrument calibration experience.
Control valve diagnostics experience.
Turbine control system experience.
Emissions monitoring experience.

This position is a bargaining-unit classification and remains subject to the terms and conditions of the applicable collective bargaining agreement.
