1. SUMMARY
The Defence Industry, Innovation and Armaments Division (D2IA) leads on the rapid development and delivery of cutting-edge and interoperable defence capabilities, working with innovation ecosystems and industry across the Alliance to meet NATO’s deterrence and defence needs.
The Officer is responsible for developing policy papers, reports and briefing materials on areas related to capability development and delivery, creating a solid evidence basis for the papers to support Allied and leadership decision-making. They are responsible for developing and delivering initiatives related to capability development and delivery to enhance cooperation with partners, specifically Ukraine. The incumbent deputizes for and supports the Head of Section in their function.
The incumbent might be asked to work outside normal office hours, when needed.
2. QUALIFICATIONS AND EXPERIENCE
The incumbent must:
• possess a university degree, or an equivalent level of qualification, in a field relevant for this position;
• have at least 6 years of experience working in the fields of defence policy, defence planning or capability development, including experience in drafting policies;
• have excellent policy-writing and drafting skills, including the ability to communicate policy implications to technical and non-technical audiences;
• demonstrate good political judgement and analytical skills to enable evidence-based decisions; and
• possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other.
The following would be considered an advantage:
• leadership experience within multinational teams;
• experience working with Ukrainian civilian, military, or industrial structures; and
• experience with the Alliance’s political and military consultative processes.
3. MAIN ACCOUNTABILITIES
Expertise Development: Develop and maintain knowledge and expertise on capability development and delivery, particularly in relation to supporting Allies meet NATO’s defence planning needs. Lead efforts to develop and coordinate cooperation with Ukraine, coherent with NATO policies. Be responsible for the analysis of Ukraine-related partnership policy implications for capability development matters, providing relevant and timely advice, and recommendations for implementation.
Policy Development: Provide active support to the development of policies, reports and initiatives within the Conference of National Armaments Directors and Defence Industrial Production Board. Lead the development and implementation of the work plan for the NATO Ukraine Council Working Group on Defence Technical Cooperation. Draft, review and submit policy documents on issues related to capability development, delivery, defence production and in relation to engagement with Ukraine.
Stakeholder Management: Offer support to Allies, coordinate meetings and share information to advance the work of the Conference of National Armaments Directors, Defence Industrial Production Board and NATO Ukraine Council Working Group on Defence Technical Cooperation. Plan and arrange meetings of the NATO Ukraine Council Working Group on Defence Technical Cooperation, proposing short and medium-term goals to the Chair.
Representation of the Organization: Represent NATO in various settings, giving presentations at conferences, workshops and seminars; supporting engagements with senior civil and military officials, interacting with members of International Organisations and industry.
People Management: Promote a positive, productive and inspiring work environment. Provide regular and fair feedback on performance, informally and formally via the HQ Achievement and Development (ADP) system. Provide mentoring, coaching and training opportunities and be available to offer guidance at critical moments.
Perform any other related duty as assigned.
4. INTERRELATIONSHIPS
Reporting line: The incumbent reports to the Head, Industry, Partnerships and Policy Section.
Interactions: They assist in the coordination of work within the Section, Division, with other Divisions of the International Staff, and with the NATO Military Authorities. They maintain regular contacts with national delegations at NATO Headquarters in Brussels (including those of partners) with occasional travel to NATO and partner nations.

6. CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.
Contract clause applicable:
In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity.
The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
