Position Overview
We are seeking an experienced Senior CEI Inspector to join and help grow our Transportation Business Unit in Florida. This position is intended for a highly experienced transportation professional who can provide senior-level construction engineering and inspection expertise while also contributing to client development, pursuit of new work, and the growth of the business.
The Senior CEI Inspector will serve as a key representative of the firm on transportation construction projects, working closely with clients, contractors, project teams, and agency representatives. In addition to providing technical oversight and field inspection, this individual will play an active role in developing client relationships, identifying opportunities, supporting proposals and pursuits, and helping the Transportation Business Unit win new work.
The ideal candidate is a respected transportation professional with strong Florida CEI experience, excellent communication skills, established industry relationships, and the ability to transition effectively between project delivery and business development.
Key Responsibilities
Construction Engineering & Inspection
Provide senior-level CEI services and field oversight for roadway, bridge, drainage, utilities, traffic control, and other transportation infrastructure projects.
Monitor contractor operations to verify compliance with plans, specifications, contract requirements, approved submittals, and applicable standards.
Review and interpret construction plans, specifications, contract documents, and technical requirements.
Inspect materials, workmanship, construction activities, and completed work for compliance with project requirements.
Document daily construction activities, quantities, materials, testing, personnel, equipment, delays, issues, and other project conditions.
Verify installed quantities and support accurate measurement and documentation for contractor payments.
Monitor quality-control testing and coordinate with testing personnel, laboratories, surveyors, and other project staff.
Identify deficiencies, non-conforming work, potential claims, schedule issues, and other construction concerns and communicate them to the appropriate project personnel.
Monitor Maintenance of Traffic (MOT) operations and compliance with approved traffic control plans.
Maintain thorough and accurate project documentation, including inspection reports, photographs, quantity records, correspondence, and other project records.
Participate in pre-construction meetings, progress meetings, field meetings, and project coordination activities.
Provide technical guidance and mentoring to junior and intermediate inspectors and other project staff.
Support Project Administrators, Resident Engineers, and project managers in successful delivery of transportation construction projects.
Client & Stakeholder Management
Serve as a senior point of contact and professional representative of the firm with clients, FDOT, municipalities, counties, contractors, and other project stakeholders.
Develop and maintain strong working relationships with existing and prospective clients.
Understand client needs and proactively identify opportunities to improve service, project delivery, and client satisfaction.
Participate in client meetings, project presentations, interviews, and other relationship-building activities.
Represent the firm professionally in the Florida transportation industry and at relevant industry events and organizations.
Help establish the firm as a trusted CEI and transportation infrastructure advisor to public- and private-sector clients.
Business Development & Winning Work
Play an active role in winning new transportation work in Florida.
Identify upcoming transportation projects, contracting opportunities, and potential clients that align with the firm's capabilities.
Leverage existing industry relationships to develop new opportunities and strengthen the firm's market position.
Support the development of Statements of Qualifications (SOQs), Requests for Proposals (RFPs), proposals, presentations, and interview materials.
Participate in pursuit strategy, capture planning, teaming discussions, and client outreach.
Assist with developing project approaches, staffing plans, scopes of work, and fee estimates for CEI and transportation pursuits.
Maintain awareness of the Florida transportation market, including FDOT, county, municipal, and other public agency programs and upcoming capital projects.
Collaborate with business development, marketing, operations, and technical leadership to pursue and secure strategic opportunities.
Contribute to revenue growth and expansion of the Transportation Business Unit.
Develop and maintain a strong professional network within Florida's transportation and infrastructure industry.
Qualifications
10+ years of progressive transportation construction/CEI experience, with significant experience serving in a senior inspection, CEI, project administration, or construction management capacity.
Extensive experience with Florida transportation construction projects, preferably including FDOT projects.
Strong knowledge of roadway, bridge, drainage, utilities, asphalt, concrete, earthwork, structures, and Maintenance of Traffic operations.
Demonstrated ability to lead inspection teams and provide technical direction in the field.
Strong understanding of construction plans, specifications, contract documents, project controls, and construction administration.
Relevant FDOT CTQP certifications and qualifications appropriate to assigned responsibilities.
Strong written and verbal communication skills with the ability to effectively communicate with clients, contractors, agency personnel, and internal leadership.
Demonstrated experience developing and maintaining client relationships.
Business development and pursuit experience within the Florida transportation market strongly preferred.
Established relationships with FDOT, local municipalities, counties, transportation authorities, contractors, consultants, or other transportation industry stakeholders strongly preferred.
Ability to contribute meaningfully to proposals, SOQs, presentations, interviews, and pursuit strategies.
Proficiency with Microsoft Office and applicable construction management/project documentation systems.
Valid driver's license and ability to travel to project sites throughout Florida as needed.
Leadership & Business Expectations
This position is intended to be more than a traditional field inspection role. The successful candidate will be expected to operate as a senior representative of the Transportation Business Unit, balancing project delivery responsibilities with client development and growth initiatives.
The Senior CEI Inspector will be expected to:
Build credibility and trust with clients and industry partners.
Help identify and develop new business opportunities.
Bring market intelligence and client needs back to the Transportation Business Unit.
Participate in strategic pursuits and help position the firm to win work.
Mentor and develop other CEI professionals.
Help establish and strengthen the firm's reputation within the Florida transportation market.
Contribute to the overall growth, profitability, and success of the Transportation Business Unit.
Preferred Florida Market Experience
Experience and relationships with organizations such as FDOT, Florida's local governments, transportation authorities, airports, and other public-sector transportation agencies are highly desirable.
Experience with FDOT's construction program, CTQP requirements, CEI processes, project administration, and applicable FDOT standards is strongly preferred.
Work Environment
This is a field-oriented position supporting transportation construction projects throughout Florida. The role may require extended periods in active construction environments, including exposure to traffic, heavy equipment, noise, dust, uneven terrain, and varying weather conditions.
Travel throughout Florida may be required based on project and business development needs. Occasional evening or weekend work may be necessary to support construction activities, client meetings, pursuits, or project schedules.
What Success Looks Like
Success in this position will be measured not only by the quality of project delivery and inspection services, but also by the individual's ability to build relationships, develop opportunities, and help win transportation work in Florida.
The successful candidate will become a trusted resource for clients and a key contributor to the continued growth and expansion of the firm's Florida Transportation Business Unit.
